City of Toronto’s Municipal Licensing and Standards division oversees regulatory compliance and enforcement within the city. It manages licensing, permits, and inspections for businesses and properties to ensure public safety and community well-being. Through education and enforcement, the division promotes compliance with municipal bylaws and regulations. The candidates selected for the vacancy will be required to start the work as soon as possible.

Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have Post-Secondary education in Public Policy and Administration, Business Administration, Intergovernmental Relations, Planning, or other related discipline or equivalent combination of education and experience
Experience: Candidates should have experience in conducting research, analysis, summarizing findings and creating graphic presentations

Other Requirements:

  • The candidates should have experience preparing and writing clear and succinct reports and recommendations on policy and administrative issues
  • The candidates should ideally have past experience preparing reports in a government setting
  • The candidates should possess excellent interpersonal skills and highly developed communication and presentation skills, enabling them to communicate both orally and in writing at all levels of the organization, and with staff, consultants, and contractors
  • The candidates should demonstrate excellent problem-solving and decision-making skills, with the ability to handle and resolve difficult situations in a professional manner
  • The candidates should exhibit a high degree of conceptual ability and capacity to develop creative solutions to the refinement of operating procedures, development of policy, and evaluation of problems
  • The candidates should have the ability to exercise political acumen, sound judgment, and discretion in dealing with confidential operational matters
  • The candidates should be able to support the Toronto Public Service values to ensure a culture that champions equity, diversity, and respectful workplaces
  • The candidates should be capable of working both independently and as part of a team, and in collaboration with a wide range of stakeholders/subject matter experts and have knowledge of government structure, policies, and decision-making processes

Responsibilities:

  • The candidates should be able to conduct research into assigned areas, considering industry trends, corporate policies and practices, legislation, and regulations and able to conduct secondary research, including reviewing best/promising practices and plans in various industries
  • The candidates should be able to conduct research to support the preparation of briefing notes on policy initiatives for senior management and able to develop and implement detailed plans and develop options and recommendations for policies/procedures regarding program-specific requirements
  • The candidates should be able to provide input into and administer assigned budgets, ensuring that expenditures are controlled and maintained within approved budget limitations and able to handle confidential and sensitive information affecting divisional operations, policy positions, assets, and finances
  • The candidates should be able to present options and recommendations for programs and policies that could impact organizational structure remodeling and staff across the organization and able to attend strategic meetings with senior management
  • The candidates should be able to conduct primary research, including stakeholder interviews and staff focus groups and/or surveys, to identify and document requirements and obtain input and able to stay up-to-date on relevant research and coordinate with relevant divisional staff on project-related data analysis
  • The candidates should be able to keep management updated with progress on a regular basis and establish buy-in for key project milestones and able to develop options and recommendations for policies, processes, and procedures
  • The candidates should be able to coordinate consultation efforts to solicit feedback on policy and program development and able to draft reports for senior staff on corporate and divisional issues, projects, and related matters
  • The candidates should be able to work together with team members on technical studies, policy and program development, and reviews, and support the planning and execution of public and industry consultations
  • The candidates should be able to review and analyze statistical data, external reports and research studies, as well as existing and proposed policies and able to assist senior staff in identifying options, assessing implications, and developing implementation strategies on project work
  • The candidates should be able to act as the City representative on various internal and external committees and able to assist with the development of RFPs and/or RFQs supporting the needs of the Division
