City of Calgary’s Emergency Management and Community Safety Department is responsible for ensuring public safety during emergencies and promoting community resilience. It coordinates emergency response efforts, disaster preparedness, and risk mitigation strategies. It fosters a resilient and prepared city, capable of effectively responding to and recovering from emergencies. Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have a degree in Computer Science, Mathematics, Statistics or a related field
Experience: Candidates should have at least 5 years of experience in areas such as data analysis and modeling for reporting

Other Requirements:

  • The candidates should have at least 3 years of experience as an analyst developing reports in SAP Business Objects or with Power BI using DAX and Power Query and possess experience in developing and supporting a Data Strategy and Data Governance framework
  • The candidates should demonstrate proficiency with the Power BI Service, including Power BI Desktop, Power BI Report Builder, DAX Studio, and Power Query, along with managing the security, refresh schedules, and development cycles inside Workspaces
  • The candidates should exhibit proficiency in writing SQL queries and knowledge of best practices when dealing with relational databases and showcase proficiency in programming (such as Python, R), statistical analysis, data visualization, machine learning algorithms, and data manipulation
  • The candidates should have proficiency with the entire SAP Business Objects suite of tools, including Webi, the IDT, Launchpad, CMC, and Data Services
  • The candidates should have experience eliciting business and technical requirements related to data management with a focus on identifying Key Performance Indicators (KPIs)
  • The candidates should possess an understanding of municipal governance and emergency communication, along with knowledge of a variety of long-range planning activities such as business planning, strategic planning, and policy development, which will be beneficial
  • The candidates should demonstrate strong communication, research, organizational, planning, and problem-solving skills

Responsibilities:

  • The candidates should be able to lead data analysis, performance measurement, and reporting for Emergency Management and Community Safety (EMCS) and able to manage the Business Intelligence (BI) environment, including infrastructure, databases, System Applications and Products in Data Processing (SAP) universes, and Power BI workspaces
  • The candidates should be able to contribute to business unit and Council-led initiatives and be responsible for collecting, cleansing, analyzing, interpreting, and presenting data to inform decision-making in areas such as internal resource optimization and the provision of public safety services to Calgarians
  • The candidates should be able to lead the development and testing of data marts, data models, dashboards, and reports to aid in decision-making and able to work with Information Technology (IT) and business unit Subject Matter Experts (SMEs) to develop data-related requirements and design solutions to meet their needs
  • The candidates should be able to maintain and prioritize the backlog of Data Management development tasks and able to liaise with vendors and internal/external agencies to ensure our Data Management needs are addressed
  • The candidates should be able to design and implement performance metrics that measure operational performance against strategic goals and able to monitor performance metrics and report on significant trends; work with leadership to develop actions to address performance issues
  • The candidates should be able to plan, execute, monitor, and provide quality control for all projects related to Data Management and able to provide data-related advisory services for project initiatives and act as the primary resource for projects that impact data reporting sets
  • The candidates should be able to develop and support a Data Strategy for EMCS and able to evaluate the impact of business process changes, conduct analysis, and present results
