It provides affordable housing solutions and coordinates efforts among stakeholders to enhance housing access. The division functions by partnering with government agencies, developers, and community groups to ensure inclusive and sustainable housing development. Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have completion of post secondary education in public policy, urban planning, architecture and social science
Experience: Candidates should have considerable experience in the relevant field

Physical Requirements:

  • The candidates should have an ability to advance the equitable outcomes of groups experiencing housing instability and discrimination, including Indigenous people, Black people, persons with disabilities, seniors, 2SLGBTQ+ people, women, and others

Other Requirements:

  • The candidates should have considerable experience in managing large and complex projects, or strategic and operational policies and programs, related to housing and homelessness, social policy, real estate development, or research or data analysis, within a major public, not-for-profit, or private sector organization
  • The candidates should have experience in research, analysis, program development and/or evaluation in fields related to housing development, planning, real estate, renters’ issues, intergovernmental relations, and stakeholder and civic engagement, including drafting reports, presentations, briefings, and policy papers
  • The candidates should have experience supervising, motivating, and training staff to enable a high-performing and diverse team, through inclusion and continuous improvement
  • The candidates should have an excellent ability to develop and maintain relationships with external organizations in the context of complex intergovernmental and stakeholder relations
  • The candidates should possess highly developed communication skills, both verbally and in writing, at all organizational levels and knowledge of the City’s legislative framework and decision-making processes
  • The candidates should have an ability to work with front-line and sector staff and people with lived experience of housing instability or homelessness in a collaborative manner, with the goal of designing effective policies and programs
  • The candidates should have advanced knowledge of MS Excel related to organizing, analyzing, and reporting data for management decision-making
  • The candidates should have an ability to deal with confidential materials and matters, and implement effective privacy and information management systems and highly developed interpersonal skills and demonstrated proficiency in conflict resolution in complex, multi-stakeholder situations
  • The candidates should have a deep understanding of a rights-based approach to housing and issues related to housing data, policy, programs, and development, as well as the services provided by the Housing Secretariat
  • The candidates should have strong customer service skills working with clients, service providers, the general public, and staff to address service inquiries, requests, and complaints

Responsibilities:

  • The candidates should be able to lead research, consultation, data-driven analysis, and drafting of strategic housing policies, programs, development initiatives, and projects
  • The candidates should be able to develop strategic and effective relations with a variety of stakeholders, including Indigenous partners, government stakeholders, elected officials (municipal and regional), service providers, non-profit and private development partners, and individuals with lived experience of housing instability and homelessness
  • The candidates should be able to provide professional and objective strategic policy and program advice to the Housing Secretariat’s senior management team to address current and emerging trends and gaps in the housing system, including developing new housing supply, protecting and preserving existing housing stock, and assisting renters, in line with direction from City Council, other levels of government, corporate policies and practices, and applicable legislation
  • The candidates should be able to support the development and implementation of housing development programs, including development funding arrangements, real estate transaction arrangements, procurement processes, and development review processes
  • The candidates should be able to lead multi-divisional and multi-sectoral project teams by establishing strong governance structures, including representative steering groups, working groups, and committees, applying sound project management methodologies, including full work plans, timelines, communications plans and deliverables, reporting on progress, tracking decisions, and providing advice and analysis of implications of changes to project plans
  • The candidates should be able to supervise, motivate, and train assigned staff, ensuring effective teamwork, high standards of work quality, organizational performance, and continuous learning while integrating actions to support the City’s commitment to truth, justice, reconciliation, and confronting anti-Black racism
  • The candidates should be able to ensure integrated and consistent communications, issues management, and responses to existing and emerging issues
  • The candidates should be able to prepare comprehensive reports and presentations to Committees of Council, community, and other stakeholder groups
  • The candidates should be able to develop analysis and recommendations on legislative changes related to affordable housing, including renter issues, and recommend policies for the City and other levels of government
