Requirements:

Languages: Candidates must have knowledge of the English and French Language
Education: Candidates should be a secondary School Graduate – Grade 12 or equivalent, plus two (2) years relevant post secondary education
Experience: Candidates should have minimum of one (1) to two (2) years working experience demonstrating regular interaction with others in crisis and / or stressful situations with respect and compassion

  • The candidates should be capable of working within a confined environment that can become fast-paced, physically, mentally, and emotionally demanding at a moment’s notice
  • The candidates should be aware that the nature of the job often leads to physical situations that can result in personal injuries or serious bodily harm
  • The candidates should be able to sit for long periods of time in court without relief, sit for long periods of time at a desk, operate radio systems, regularly monitor and operate CCTV systems, and operate computers
  • The candidates should be capable of handling interactions that can involve high levels of stress and the constant need to maintain professionalism in emotionally charged situations
  • The candidates should be aware of frequent exposure to needles, bodily fluids, and infectious diseases that can lead to personal health risks
  • The candidates should understand that Special Constables may be transferred to one of the designated Facilities for operational requirements
  • The candidates should have oral, reading, and writing fluency in French or other languages
  • The candidates should possess additional Post-Secondary education or other relevant education
  • The candidates should have experience working with RMS, CPIC, and E-mail
  • The candidates should have knowledge of OPS policies and procedures, Temporary custody and Court Security Section, and computer systems
  • The candidates should demonstrate an understanding of the rationale behind OPS policies and procedures and the impact on the daily delivery of service
  • The candidates should have conflict resolution and training have suicide intervention training

Responsibilities:

  • The candidates should be able to ensure the safe transportation of prisoners between custody locations and provide safe custody and care for prisoners attending court appearances, including providing Court House Security
  • The candidates should be able to handle the care and control of prisoners held in custody at the Central Cell Block
  • The candidates should be able to ensure the safety and security of the court facility, court officials, employees, persons in custody, and persons attending the Provincial Offences Court
  • The candidates should be able to serve subpoenas and summons to witnesses and persons charged in police-related cases, including conducting investigations and surveillance to locate individuals when necessary
  • The candidates should be able to ensure, at the commencement of each shift, that all assigned equipment (including Use of Force options) is in proper working order and in good condition as per the OPS Equipment Usage Policy and Provincial Adequacy standards. They should report any issues affecting or potentially affecting the performance of assigned equipment
  • The candidates should be able to maintain an OPS-issued notebook, ensuring all notes, reports, and logs are completed within specified timeframes
  • The candidates should be able to perform routine maintenance and cleaning of vehicles used to perform their duties
  • The candidates should be able to carry OPS-approved naloxone nasal spray and complete associated training in its use
  • The candidates should be able to assist at special events as required
  • The candidates should be able to perform other related duties as required that are unplanned or of a transient nature
  • The candidates should be able to maintain the safety and security of all prisoners in the Cell Block, ensuring they are not a danger to themselves or others
  • The candidates should be able to ensure the safe transportation of prisoners between various custody locations
  • The candidates should be able to escort and maintain custody of prisoners for court appearances, either in person or by video
  • The candidates should be able to properly use restraint devices such as shackles, handcuffs, and TRDs in accordance with OPS policy
  • The candidates should be able to ensure that correct documentation accompanies prisoners and is updated appropriately, obtaining and relaying information and/or documents from the courts or other agencies to the cell block clerk
  • The candidates should be able to maintain prisoner transportation sheets, indicating prisoners’ names, location of assigned compartments, and any special requirements pertaining to the needs of the prisoner transported
  • The candidates should be able to assist lawyers, outside organizations, parents, or guardians to establish contact with prisoners either by phone or in person
  • The candidates should be able to collect fingerprints pursuant to the Identification of Criminals Act of accused both in and out of custody as required
  • The candidates should be able to collect court-ordered DNA samples from accused, both in custody and out of custody, as directed by the courts
  • The candidates should be able to execute outstanding warrants as required
  • The candidates should be able to respond to panic alarm calls for service within the Court House
  • The candidates should be able to liaise with outside stakeholders such as Corrections, Probation, legal counsel, and other agencies as required
  • The candidates should be able to ensure all clerical duties related to prisoner security, prisoner property, prisoner medication, documentation, transportation, and cell duties are completed as required
  • The candidates should be able to perform CCTV or Console Room duties when assigned, including keeping track of the location of prisoners and maintaining visual security of the Cell Block via CCTV
  • The candidates should be able to take prisoners into custody as required and process prisoner booking information on RMS
  • The candidates should be able to utilize the Versadex Records Management System (RMS) and CPIC to ensure that no other warrants exist prior to the release of a prisoner
  • The candidates should be able to perform out-of-town prisoner escorts
  • The candidates should be able to ensure all prisoners are released with proper clothing appropriate to the current weather conditions
  • The candidates should be able to search all prisoners upon entry into Central Cell Block and prior to lodging in Cells, adhering to OPS Policy and Standard Operating Guidelines
  • The candidates should be able to maintain the safety and security of all prisoners in cell block areas
  • The candidates should be able to perform prisoner security and monitoring through physical cell checks
  • The candidates should be able to conduct strip searches as required and approved by the Sergeant in Cellblock, adhering to OPS Policy
  • The candidates should be able to assist investigating officers by escorting prisoners to and from interviews and assisting with the seizure of evidence
  • The candidates should be able to maintain prisoner tracking logs, cell checks, and other information using RMS as per OPS policy
  • The candidates should be able to assist and work with outside agencies such as Police, EMS, CBSA, Corrections, Shelters, and Hospitals in a professional and courteous manner
  • The candidates should be able to assist lawyers, parents, or guardians to establish contact with prisoners either by phone or in person
  • The candidates should be able to properly use the Safety Restraint Chair when authorized by the Cell Block Sergeant, adhering to OPS policy
  • The candidates should be able to ensure all medication is properly labeled, unmixed, and dated, and assist in the self-administration of medication to prisoners as prescribed
  • The candidates should be able to coordinate arrangements with pharmacies, shelters, or family to ensure all medications required are available to persons in custody
  • The candidates should be able to respond to telephone inquiries regarding prisoners as required
  • The candidates should be able to ensure the security of court officials, employees, and the public at the Provincial Offences Court and intervene as required to maintain decorum
  • The candidates should be able to perform other secondary administrative duties as required, including sending court slips through internal mail to Court Liaison, “Swearing to Information’s”, and utilizing CPIC/PARIS to review driver abstracts of individuals in custody
  • The candidates should be able to take prisoners into custody as required through sentencing at Provincial Offences Court
  • The candidates should be able to maintain the safety and security of all prisoners in cell block areas
  • The candidates should be able to ensure that correct documentation accompanies prisoners and is updated appropriately
  • The candidates should be able to obtain and relay information and/or documents from the courts or other agencies
  • The candidates should be able to perform Cell Block and Console Room duties when assigned, including keeping track of the location of prisoners and maintaining visual security of the cell block complex via television monitors
  • The candidates should be able to facilitate all telephone inquiries regarding prisoner intakes as required
  • The candidates should be able to serve court documents for the Ottawa Police Service as well as outside agencies when required
  • The candidates should be able to plan and organize daily activities, considering geographic location and court deadlines, to effect efficient service of various court documents to individuals
  • The candidates should be able to utilize RMS’ Service Control to track progress on all assigned documents and maintain records for statistical purposes
  • The candidates should be able to conduct thorough investigations in an effort to locate individuals and be aware of risks when attending locations by utilizing RMS, CPIC, contacting various partners, or other available means
  • The candidates should be able to log on to the MDT and add each call (address attending) to CAD to ensure whereabouts are known so the Communication Centre can monitor for safety
  • The candidates should be able to complete Affidavits of Service and swear to them before a Justice of the Peace or Commissioner of Oaths that court documents have been served
  • The candidates should be able to respond to telephone calls and emails from individuals to arrange appointments for service of documents
  • The candidates should be able to document detailed efforts to locate and serve witnesses for upcoming matters, ensuring the information is available to the Investigating Officer and the Courts
  • The candidates should be able to testify in court as required regarding evidence relating to the service of documents
  • The candidates should be able to liaise with members internally, the Crown Attorney’s office, Probation Services, as well as outside police services and community partners regarding the service of documents
  • The candidates should be able to advise and provide a detailed explanation of attempts made to the Investigating Officer when efforts have been exhausted and a witness on their file cannot be located
  • The candidates should be able to assist with covering other member’s sectors, rush requests for service, as well as training new team members when required
