Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have Degree in commerce, business administration or related field
Experience: Candidates should have Three years’ experience in collecting, analyzing and reporting on statistical, financial and accounting information in an operational environment

Physical Requirements:

  • The candidates should have the ability to establish and maintain effective working relationships
  • The candidates should be able to work with minimal supervision

Other Requirements:

  • The candidates should possess thorough knowledge of financial accounting and budget procedures
  • The candidates should demonstrate the ability to prepare and present accounting and financial reports
  • The candidates should have ability to analyze business and technical requirements, processes, and data, identify gaps, and provide creative solutions
  • The candidates should have effective communication skills, both orally and in writing, including the preparation and presentation of complex reports
  • The candidates should have a demonstrated ability to develop and maintain Excel spreadsheets at an intermediate level of complexity

Responsibilities:

  • The candidates should be able to perform accounting duties to support the administration of the City’s assessment and property tax programs, and related revenue systems
  • The candidates should be able to prepare, or assist with the preparation of financial reports, reconciliations, and analysis, including various general ledger accounts such as property tax, education tax, deposit, payment, and other revenue and receivable accounts
  • The candidates should be able to provide direction, as necessary, to ensure proper accounting processes are completed within the required timelines
  • The candidates should be able to ensure data is collected, retained, and entered into the correct application and provide comparative analysis of financial information for budget control
  • The candidates should be able to assist with the maintenance of records and reports in the assessment and property tax systems; analyze and approve transactions; reconcile system entries to the general ledger, and submit reports
  • The candidates should be able to assist with the administration of tax deferral, abatements, grants-in-lieu of taxes, and Community Initiatives Program grant payments, and reconcile related general ledger accounts
  • The candidates should be able to assist in responding to tax program questions from program participants and able to participate in the tax billing, phase-in, TIPPS statements, assessment roll, and assessment notice processes
  • The candidates should be able to prepare the calculation for, and issue payments to school boards, and business improvement districts and able to participate in systems design and implementation and business process reviews, ensuring adequate internal controls are present
  • The candidates should be able to train staff in the operation of related software and associated duties and able to assist with the implementation of audit recommendations and identify potential internal control risks
  • The candidates should be able to perform other related duties as assigned
