Physical Requirements:
- The candidates should have a proven ability to manage large-scale projects and the ability to communicate complex issues clearly and concisely (oral and written) to build consensus

- The candidates should demonstrate knowledge of management principles, policies, and practices, including recruitment and selection, leadership, performance, attendance management, and collective agreements and demonstrate leadership skills with the ability to motivate, engage, and mentor staff
- The candidates should demonstrate problem-solving and conflict resolution skills and the ability to exercise tact and discretion in dealing with senior staff, councillors, members of the public, and manage confidential and sensitive matters and be proficient in the use of software applications and databases such as Parklane, Posse, SAP, and Hansen
- The candidates should have a valid Class 5 Driver’s License for the Province of British Columbia with a satisfactory driver’s record. The license must not include any restrictions that would affect the ability to legally and safely carry out job responsibilities
Responsibilities:
- The candidates should be able to provide leadership and guidance to staff, including hiring, assigning responsibilities, evaluating and reporting on performance, coaching, mentoring, training and development, attendance management, and labor relations matters involving discipline and grievances and take a leadership role in embodying the City’s drive for a culture of physical and psychological safety and ensure the application and adherence of staff to the Occupational Health and Safety program, including managing emergency responses and assisting with accident investigations and supporting affected staff
- The candidates should be able to make independent decisions and use sound judgment in challenging, high-risk, and fluid situations that could have significant public safety, financial, or reputational risk to the City and act as a representative for the Department on-site, leading interactions with residents, businesses, and other groups, frequently in a conflict situation, to respond to escalated issues and technically complex problems
- The candidates should be able to inform and support the capital plan and service planning processes for the section, and lead analysis associated with workforce, equipment, safety, culture, and strategic planning for the section and develop, present, and implement business cases or initiatives to drive operational and service delivery improvements and carry those initiatives from concept to completion
- The candidates should be able to support and participate in departmental initiatives and events that support employee engagement and Engineering-wide initiatives Mentoring Program, Public Works Week and and provide expert guidance on responses to complex or high-profile inquiries and requests from members of the public, Council, and other departments
- The candidates should be able to develop strong relationships with key stakeholder groups such as engineering design branches, operations branches, Risk Management, Driver Services, and Supply Chain to ensure ongoing success in coordinating activities that impact each other, prepare and oversee project and operating budgets, forecasts, cost controls, scheduling, and work planning and play a leadership role in departmental emergency response activities in support of Emergency Operations Centre activations
- The candidates should be able to partner with Supply Chain Management to establish and maintain contracts for materials and services and approve purchases from applicable contracts in accordance with Corporate Policies, act as on-call Superintendent when required during non-scheduled work hours and actively participate and work on the development of Branch GRTW/ RTW programs
- The candidates should be able to lead and drive organizational change and business improvements, such as process improvement or technological advancements, demonstrate an understanding of industry best practices and leading-edge thinking and assess how operations can or need to be adjusted and monitor and develop metrics as required that can be used to understand, manage, and control business operations and focus efforts on business improvements
- The candidates should be able to plan, review, and adhere to Operating or Capital Budget parameters based on the appointed role Construction, Operating, or Maintenance, align procurement processes with Supply Chain and Finance policies, processes, and workflows for the purchase of heavy equipment and machinery and ensure employees within their business area are informed about the specific hazards associated with their work, receive adequate training, and are aware of their rights to ensure their protection from potential risks
- The candidates should be able to develop and grow the Sewer Construction group’s capacity to expand delivery of the Sewer Capital program to meet 2050 Sewer separation targets, implement strategic and innovative methodologies to deliver cost-effective, sustainable, and efficient Sewer Capital Mainline renewal, develop and communicate succession planning and training opportunities at all levels with the Capital construction work group and perform other duties and responsibilities as assigned
