City of Vancouver’s Board of Parks and Recreation is inviting applications from suitable candidates for the position of Superintendent, Park board. City of Vancouver’s Board of Parks and Recreation oversees the management and development of parks, recreational facilities, and community programs. It ensures the preservation and enhancement of green spaces and recreational opportunities for residents and visitors. Through strategic planning and community engagement, it promotes health, wellness, and social cohesion. The candidates selected for the vacancy will be required to start the work as soon as possible.

Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have graduation from a university, institute of technology or college of horticulture and parks management or an equivalent combination of training and experience
Experience: Candidates should have minimum of 3-5 years of supervisory experience, preferably within the public sector and union environment

Other Requirements:

  • The candidates should have completed courses in horticulture, arboriculture, project management, and supervisory training, providing them with foundational knowledge in these areas and possess experience in budget management, demonstrating their ability to effectively allocate financial resources
  • The candidates should have demonstrated experience in HR management, including recruiting, disciplinary actions, and representing the Employer at grievance hearings
  • The candidates should have experience in turf, horticulture, and park management, showcasing their expertise in these areas
  • The candidates should demonstrate experience in managing and reviewing multiple projects simultaneously, along with extensive knowledge of park operations, maintenance, and customer service
  • The candidates should possess excellent knowledge of budget management, ensuring efficient financial management and have good knowledge of and demonstrated ability to work with civic, provincial, and federal levels of government
  • The candidates should have knowledge of pertinent WCB and OH&S standards, ensuring compliance with safety regulations and exhibit a high level of personal and professional excellence, including the ability to set priorities and meet deadlines consistently
  • The candidates should be reliable, punctual, adaptable, and tactful, fostering positive work environments and possess well-developed interpersonal skills, including the ability to coach and train others effectively
  • The candidates should have strong communication skills, capable of formulating and articulating ideas and opinions clearly
  • The candidates should excel in conflict resolution and problem-solving, leading inclusive discussions and articulating goals effectively
  • The candidates should demonstrate the ability to plan for, assign work, and manage a diverse workgroup and/or contractors engaged in park maintenance
  • The candidates should be able to work constructively and consultatively with staff, government entities, private/public organizations, and residents
  • The candidates should thrive under pressure, handling multiple tasks and changing priorities within assigned time frames effectively
  • The candidates should possess the ability to prepare reports, conveying information accurately and comprehensively and should be capable of managing organizational changes, anticipating future events, and determining service delivery alternatives to optimize resource utilization
  • The candidates should possess sound judgment and the ability to represent the Vancouver Board of Parks and Recreation effectively and professionally
  • The candidates should hold a valid Class 5 Driver’s License, ensuring compliance with transportation regulations

Responsibilities:

  • The candidates should be able to enhance operational efficiencies and manage the coordination of the day-to-day operation and maintenance of the portfolio
  • The candidates should be able to plan, schedule, prioritize, and manage a crew of skilled and semi-skilled maintenance staff to maintain various landscaped areas, athletic fields, and facilities
  • The candidates should be able to establish and maintain effective communication and coordination among staff, other divisions and departments in the Park Board, the City, consultants, and contractors
  • The candidates should be able to set priorities for maintenance and coordinate the use of equipment with supervisors and superintendents in other divisions
  • The candidates should be able to participate in Park Board team meetings, conduct staff meetings, and present crew talks
  • The candidates should be able to provide leadership to staff, including hiring and termination, discipline, performance and attendance management, coaching, training, development, and guidance, and represent the employer in the grievance process
  • The candidates should be able to establish and maintain communication with staff to discuss policies, administrative issues, and share information, program plans, and problem solve around difficulties encountered working in a challenging environment
  • The candidates should be able to set performance goals and coach employees to achieve desired results and able to establish and monitor attendance management goals within the group and address attendance problems
  • The candidates should be able to oversee contractors and consultants, ensure goods and services are provided within the set parameters of the contract, and identify and address discrepancies
  • The candidates should be able to monitor operating and capital budgets, and provide input and recommendations into the budget process
  • The candidates should be able to maintain operational and administrative records, complete work orders and requests, and monitor expenditures to keep projects on schedule and within budget
  • The candidates should be able to ensure safe work procedures are in place and followed and investigate and represent the employer, as required, in OH&S Committee
