Requirements:

Other Requirements:
- The candidates should have experience managing in a unionized environment and experience working in a public, corporate, non-profit, or institutional environment at a senior level, involving social, economic, and cultural responsibilities, with increasing responsibility for complex strategies and planning-related work, and demonstrated experience in leading and managing staff and budgeting
- The candidates should have experience working across sectors, including the public, not-for-profit sector, private organizations, philanthropic foundations, social enterprises, and other voluntary or community organizations on complex socio-economic or cultural issues
- The candidates should have experience in leading public policy development and implementation, particularly advancing policy through a lens of Equity and Reconciliation
- The candidates should have considerable knowledge of socio-economic trends and issues in Vancouver, nationally, and internationally
- The candidates should have experience and knowledge of financial planning, controls, policies, and procedures and considerable knowledge of and experience working with the not-for-profit sector and demonstrate superior leadership, communication, facilitation, and mentoring skills
- The candidates should be skilled in developing, implementing, and monitoring effective process improvements aligned with Council priorities and policies and excel in facilitation, negotiation, and conflict resolution with the general public, professionals, and City staff
- The candidates should exhibit excellent conflict resolution and collaboration skills based on sound judgment and problem-solving ability
- The candidates should have a track record of achieving strategic outcomes in a timely manner and maintain a high level of professionalism, confidentiality, and strong ethics
- The candidates should be able to collaborate and support the City’s Policy Councils, Advisory Board, government levels, non-profit organizations, and community stakeholders, professionally representing the City of Vancouver, the Department, and ACCS
Responsibilities:
- The candidates should be able to lead the development and implementation of public policy, programs, and projects
- The candidates should be able to develop best practices for social grants, leases, and agreements administration, ensuring consistency, efficiency, and compliance with operating standards and City policies
- The candidates should be able to drive the development of outcomes measures and evaluation processes, including social indicators, data, and research across the Department to inform evidence-based practice and facilitate data and results sharing
- The candidates should be able to provide leadership, staff development, and coaching for unionized staff, fostering a collaborative, productive, and supportive work environment
- The candidates should be able to manage and direct staff teams, coordinate recruitment, and develop standard operating procedures and targets
- The candidates should be able to assist the Managing Director in creating agreements with external public bodies and oversee priority initiatives requiring cross-sectoral cooperation
- The candidates should be able to monitor trends, assist in developing and implementing work plans, and ensure compliance and cost optimization
- The candidates should be able to prepare reports, offer strategic policy advice, and represent the Department on City committees and in cross-sectoral initiatives
- The candidates should be able to act as a representative for the Department and City with the media and at public events
