Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have Technical School Diploma in Civil Engineering Technology
Experience: Candidates should have 4 years of related experience including contract administration /maintenance management or an equivalent combination of education and experience

Physical Requirements:

  • The candidates should be able to sit with arms unsupported while keyboarding, demonstrating proper ergonomic posture and comfort during computer work
  • The candidates should be able to work safely on job sites, adhering to safety protocols and procedures to prevent accidents and injurie
  • The candidates should engage in short periods of intense concentration while performing infrastructure analysis, preparing reports, and recommendations
  • The candidates should deal with complaints and negative comments on an occasional basis and should meet multiple deadlines
  • The candidates should focus on a variety of source data and electronic programs for short periods while performing tasks and analyzing data, which is often necessary
  • The candidates should work in an office setting and should work in close proximity to moving traffic on a rare basis and should be aware of possible contact with raw sewage, considered a premium item
  • The candidates should work outside in all weather conditions frequently and should work in confined spaces where preventative measures must be taken to avoid exposure to hazardous fumes on a rare basis

Other Requirements:

  • The candidates should be able to organize and prioritize work efficiently, ensuring tasks are completed effectively and deadlines are met and perform data quality checks to ensure accuracy and reliability of engineering data and information
  • The candidates should possess a thorough understanding and application of the principles, methods, and techniques of civil engineering planning, design, infrastructure maintenance, and asset management related to water distribution, sanitary and storm sewer collection systems
  • The candidates should have advanced knowledge and experience with current City digital tools and related specialty software, enabling them to effectively utilize digital resources for engineering tasks
  • The candidates should be capable of creating and presenting reports, conveying technical information clearly and effectively to various stakeholders and maintain accurate records of engineering activities and data, ensuring documentation is thorough and up-to-date
  • The candidates should be proficient in reading and interpreting engineering drawings and specifications, facilitating comprehension and implementation of engineering plans
  • The candidates should be able to deal effectively with the public and outside agencies, demonstrating strong communication and interpersonal skills
  • The candidates should establish and maintain effective working relationships with colleagues and stakeholders, fostering collaboration and cooperation and experience in Change Management, enabling them to effectively manage and adapt to organizational changes and initiatives
  • The candidates should have completed a Contract Administrator course (MMCD) consisting of 16 hours of instruction, demonstrating knowledge of contract administration principles and practices
  • The candidates should be eligible for membership with ASTTBC (Applied Science Technologists & Technicians of British Columbia), indicating their qualifications and adherence to professional standards
  • The candidates should possess a current and valid Class 5 BC Driver’s License, enabling them to fulfill job requirements that may involve driving within British Columbia

Responsibilities:

  • The candidates should be able to administer a maintenance management program to aid in the rehabilitation of water distribution, sanitary, and storm sewer collection infrastructure
  • The candidates should be able to analyze utility records and SCADA information to aid in planning and scheduling the preventative maintenance program
  • The candidates should be able to perform data analysis, model updating, and infrastructure planning and costing related to maintenance and the lifecycle of the infrastructure and to provide work direction to maintenance staff to ensure program schedules, performance, and safety standards are met and to to provide support and input in determining necessary upgrades to water distribution, sanitary, and storm sewer collection systems
  • The candidates should be able to prepare, maintain, and manage databases related to asset data and assist in the development of long term asset strategies for the ongoing maintenance and operations of utilities and to prepare asset and maintenance condition reports and prepare digital maps and drawings for operations staff to perform their functions
  • The candidates should be able to maintain and review schedules and work orders related to the utility’s maintenance operations and provide employee training and input to employee appraisals
  • The candidates should be able to verify and maintain electronic records by creating and maintaining customer service records, inspection reports, and work orders
  • The candidates should be able to undertake field surveys, inspections, and data collection assignments to maintain the benchmarking program in conjunction with the Canadian Infrastructure Benchmarking Initiative
  • The candidates should be able to assist with developing, prioritizing, cost estimating, and defining the scope of maintenance programs, including administration of contracts and awarding tenders
  • The candidates should be able to liaise with Engineering in the development and support of GIS/Asset Management and utility planning
  • The candidates should be able to assist with inquiries, complaints, and provide technical information and advice to staff, the public, contractors, and other Municipalities and outside agencies and to assist with standard job procedure and emergency response procedure review and their development
