Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have Post-secondary education in community development, social work, social policy, public administration, or related discipline
Experience: Candidates should have considerable experience in the development and administration of grant programs

Other Requirements:

  • The candidates should have considerable experience in supporting organizations to improve performance and maximize service capacity, particularly in the areas of access, reconciliation, equity, and anti-oppression issues in community-based service delivery
  • The candidates should have considerable experience in the measurement and evaluation of programs related to the role, including community-based programming, grant funding, and social services and demonstrate the ability to participate actively within multi-stakeholder programs, ensuring effective, time-sensitive service delivery
  • The candidates should have experience working within the community services sector and community-based programming in one or more of the following areas: youth engagement, community safety and wellbeing, violence prevention, intervention and/or interruption, seniors programs, community development, and community capacity development and possess an in-depth understanding of non-profit sector financial management and funding climate
  • The candidates should have broad knowledge of the community services sector, including confronting anti-Black racism, reconciliation and supporting Indigenous communities, youth leadership and youth engagement, community safety and wellbeing, violence prevention, intervention and interruption, specialized access programs for seniors, food security, community development, service development in under-resourced neighborhoods, supporting newcomers, poverty reduction, and other emerging areas consistent with the city’s social development strategies
  • The candidates should have excellent verbal and written communication skills and have the ability to work within an anti-oppression framework, including familiarity with the sociology of large and complex urban areas with an ethno racially, linguistically, and economically diverse population
  • The candidates should demonstrate the ability to establish effective working relationships with a variety of community and sector organizations, council members, other funders, other levels of government, other divisions, and community stakeholders and demonstrate the ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity, and respectful workplaces
  • The candidates should have the ability to work independently as well as part of a team and possess strong conflict resolution, interpersonal, and problem-solving skills, along with the ability to develop consensus and recommend effective, strategic solutions
  • The candidates should have proficiency with electronic communication tools and database applications, including spreadsheets, word processing, public presentations, and relational database applications and able to apply strong analytic and problem-solving skills to issues of funding policy, service area policy, city initiatives, community issues, and organization needs

Responsibilities:

  • The candidates should be able to monitor service provisions and outcomes and ensure compliance of contracted and funded agencies and able to conduct regular site visits to monitor and ensure compliance and provide capacity building support to funded agencies
  • The candidates should be able to implement and lead quality assurance reviews and operations reviews and able to identify service providers that require additional support and program oversight, working with providers, appropriate agencies, and relevant city divisions to remedy service provision concerns and ensure contract/program compliance
  • The candidates should be able to lead the design and delivery of various funding programs to meet the needs of the city and contracted agencies and able to participate in the design and preparation of various funding programs and related public information, analyzing and making recommendations based on current trends and projection of future needs
  • The candidates should be able to assist with the preparation of information for divisional budget submissions and ensure programs and procedures are controlled and consistent with guidelines and able to represent the division or the city in meetings and initiatives with other funders, community stakeholders, and other levels of government
  • The candidates should be able to participate in panels, speak at conferences, conduct workshops, and facilitate discussions on topics related to grant-making and social development funding programs and able to receive, track, and provide support on resolution of complaints, responding to all inquiries about funding program criteria and practices
  • The candidates should be able to participate in and lead needs assessments, information gathering, community engagement activities, service area reviews, environmental scans, surveys, and consultations to develop appropriate grant policy and city-wide approaches to service area funding and able to communicate program criteria through public meetings and consultations, ensuring applicant preparedness for grant application processes
  • The candidates should be able to administer processes to review and assess applications, design and implement appropriate application processes, and monitor the life cycle of grants via the Toronto Grants, Rebates, and Incentives Portal (TGRIP)
  • The candidates should be able to ensure processes comply with current legislative requirements, corporate requirements, program information needs, and appropriate practices and able to conduct thorough reviews of agency program/funding submissions, prepare approval letters to funding submissions, and work with providers to supply performance management and statistical information
  • The candidates should be able to assist in the review and development of new services, policy directions, and standards, as well as the relocation, renovation, wind-down, and/or replacement of existing services to ensure effective service delivery of the Division
  • The candidates should be able to undertake analysis, community consultation, and other relevant action necessary to develop and recommend funding priorities for programs to respond to community needs, funding policies/programs of other city divisions, and other orders of government
  • The candidates should be able to identify long-term funding issues and recommend policies/procedures regarding program specific requirements, developing and implementing processes to ensure programs are consistent with Council, corporate, and Divisional requirements, as well as requirements of other orders of government
  • The candidates should be able to provide leadership to staff and/or junior staff, including summer/placement students, with respect to management specific projects and types of applications
