Requirements:

Languages: Candidates must have knowledge of the English and French Language
Education: Candidates should have completion of a diploma in Early Childhood Education or Developmental Studies
Experience: Candidates should have extensive experience and various roles in a child care centre, nursery school, or family child care setting

Physical Requirements:

  • The candidates should be legally entitled to work in Canada and provide and maintain a satisfactory Criminal Record Check with Vulnerable Sector Search
  • The candidates should be able to provide and maintain a satisfactory Child Abuse Registry Check
  • The candidates should possess a valid full class 5 Manitoba Driver’s license and have access to a vehicle
  • The candidates should be available to work evenings and weekends, on occasion and travel within the Province of Manitoba

Other Requirements:

  • The candidates should have Early Childhood Educator III certification. Other suitable combinations of education may be considered at an underfill or commensurate classification and salary level
  • The candidates should have excellent observation skills with the ability to notice, analyze, and discern information to ensure regulatory compliance
  • The candidates should have highly developed interpersonal skills, capable of establishing and maintaining effective working relationships with diverse groups and individuals
  • The candidates should have experience interpreting and applying legislation, regulations, and policies and sound problem-solving and conflict resolution skills
  • The candidates should have strong verbal communication skills, with experience delivering difficult and challenging conversations to diverse audiences
  • The candidates should have effective written communication skills in English, with experience producing various materials for diverse audiences
  • The candidates should have excellent organizational skills, with the ability to independently manage multiple priorities and competing deadlines
  • The candidates should be proficient in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, and Teams) or similar software applications
  • The candidates should have knowledge and understanding of Early Learning and Child Care in Manitoba
  • The candidates should have the ability to read, write, and verbally communicate in French

Responsibilities:

  • The candidates should be able to report to the Supervisor of Licensing and Compliance within the Early Learning and Child Care (ELCC) Division
  • The candidates should be able to assist in the development and initial licensing of new child care facilities, ensuring compliance with regulations
  • The candidates should be able to support the expansion of existing child care facilities to increase licensed child care spaces
  • The candidates should be able to conduct annual re-licensing of child care facilities, ensuring they meet required standards
  • The candidates should be able to monitor and report ongoing compliance with legislation and policies regarding child care facilities
  • The candidates should be able to assess and enhance the quality of child care facilities, identifying areas for improvement
  • The candidates should be able to develop and deliver child care resources and information to providers, parents, and community groups
  • The candidates should be able to consult on child care facility design guidelines to ensure optimal facility standards
  • The candidates should be able to provide guidance on board development and governance structures for child care providers
  • The candidates should be able to stay informed of sector best practices and related programming to enhance the quality of child care and offer consultation on annual child care facility budgets, helping providers with financial planning
