Responsibilities:
- The candidates should be able to oversee and provide direction for special studies and projects within the department, including assisting the Commissioner and Directors in coordinating and overseeing cross-departmental project teams
- The candidates should be able to identify strategic gaps and assess business improvement opportunities and develop and maintain project schedules, coordinating the work of staff and external consultants
- The candidates should be able to lead and support departmental and corporate initiatives, including digital transformation, strategic planning, and diversity, equity, inclusion, and belonging
- The candidates should be able to manage and undertake specialized studies and retain external consultants to perform research and provide recommendations on policy, program, and organizational issues
- The candidates should be able to create reports, implementation strategies, and initiatives, and present study results for buy-in and approvals while maintaining confidentiality
- The candidates should be able to administer the Department’s Project Management Office, ensuring consistent methodology across projects, studies, and initiatives, and fostering trusting relationships across the Department
- The candidates should be able to work with the Commissioner and Directors to develop, prepare, and monitor compliance with consistent, integrated business plans, budgets, and programs aligned with the Department’s service delivery plan within the Divisions
- The candidates should be able to identify and prioritize strategic, organizational, business service delivery, customer service, and policy deficiencies and develop multi-year plans to address prioritized deficiencies annually, identifying issues, challenges, opportunities, and proposing solutions
- The candidates should be able to develop cross-departmental project plans for addressing yearly priorities, including oversight of cross-departmental and corporate teams in implementing and completing program work
- The candidates should be able to organize project teams into workgroups and provide guidance to produce deliverables, negotiate with other Departments and business units to obtain required skill sets, identify and resolve conflicts within project teams and the work, and create contingency plans to mitigate risk
- The candidates should be able to assess staffing needs, participate in the recruitment process, and make recommendations on staff selection
- The candidates should be able to assess corporate climate, socio-economic factors, trends, and other criteria to determine the probability of project success and manage cross-departmental and cross-disciplinary resource allocation
- The candidates should be able to develop project budget and business plan proposals and monitor in-year expenditures to ensure budget compliance
- The candidates should be able to perform needs analyses and obtain approvals for external service providers required to complete projects, monitor work and billing of third-party workers, consultants, contractors, and other specialists
- The candidates should be able to manage the lifecycle of the cross-departmental project portfolio, ranging from strategic planning initiatives to tactical activities
- The candidates should be able to establish and administer the Project Management Office for projects, studies, and initiatives, which includes defining project goals, objectives, risks, assumptions, staffing levels, roles and responsibilities, work breakdown structure, milestones, and deliverables, ensuring compliance with established project management methodologies, and managing project dependencies
- The candidates should be able to conduct cost-benefit and risk analyses and return on investment calculations to determine project feasibility, monitor project costs to ensure completion within budget, and seek and procure additional funding where necessary
- The candidates should be able to manage activities throughout the project lifecycle, including allocation of resources, scheduling, documentation, and budget to ensure success, establish and deliver formal communication plans and progress reports to stakeholders
- The candidates should be able to document project timelines, milestones, deliverables, and micro-deliverables using software tools and/or project management methodology, conduct stakeholder reviews and forums to solicit feedback, input, and expectations, and incorporate them into project plans
- The candidates should be able to assist the Commissioner and Directors to establish and implement formal change management programs and ensure compliance with legislation (e.g., health and safety)
- The candidates should be able to perform related duties as required
