Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have completion of a post-secondary degree in Information Management, Public Administration, Library and Information Sciences
Experience: Candidates should have a minimum of four years of direct operational-level privacy-focused experience

Physical Requirements:

  • The candidates should have a passion for promoting and maintaining a healthy and safe workplace and the ability to work respectfully and effectively in a team environment

Other Requirements:

  • The candidates should have a related discipline with equivalent combinations of education and experience
  • The candidates should have experience in privacy programs, including impact assessments, consultation, advising, and compliance
  • The candidates should demonstrate a commitment to serving the internal and external communities in an equitable and inclusive manner
  • The candidates should have experience conducting and providing oversight for privacy impact assessments for projects of medium and high complexity, including developing privacy requirements and risk mitigation plans
  • The candidates should have experience in drafting and monitoring compliance with corporate policies, procedures, and guidelines
  • The candidates should have experience in developing and delivering training content and a general understanding of technology architecture and infrastructure, enterprise and corporate IT, including information and cyber security
  • The candidates should have a thorough understanding of “privacy-by-design” and privacy protection best practices
  • The candidates should demonstrate knowledge of and experience in access and privacy requirements and practices, preferably related to the public sector, including knowledge of Ontario’s Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) and Ontario’s Personal Health Information Protection Act, 2004 (PHIPA)
  • The candidates should have a strong commitment to delivering quality customer service a Police Criminal Record and Judicial Matters Check satisfactory to the City and proof of current and valid certificate(s), licenses, and educational qualifications

Responsibilities:

  • The candidates should be able to draw upon past compliance and privacy program development and implementation experience to introduce and improve privacy controls, conduct assessments, and promote privacy-by-design in the City’s services and programs, software or product development life cycles, and upgrades
  • The candidates should be able to lead the review, implementation, and updates of corporate privacy policy and procedures
  • The candidates should be able to collaborate with City divisions on the development and implementation of division-specific privacy guidelines, practices, and controls
  • The candidates should be able to assess the need for a privacy impact assessment on proposed internal and external technological solutions, as well as the City’s services and programs, and, in collaboration with internal and external partners, conduct privacy impact assessments from start to finish, complete assessment reports outlining privacy risks, and recommend appropriate safeguards for personal information
  • The candidates should be able to facilitate communication with interested and affected parties, contribute to or lead privacy breach incident investigation and remediation efforts, provide recommendations on measures to avoid future incidents, and address concerns of individuals affected by a privacy breach. Additionally, respond to privacy complaints and assist with security incident investigation and remediation activities
  • The candidates should be able to lead the development and review of privacy training, awareness, and communication activities, serve as a privacy training instructor, and effectively and timely communicate privacy matters to City staff, Council, and external parties and provide guidance and advice to City staff and Council on specific privacy issues
  • The candidates should be able to collaborate with City divisions to evaluate privacy protection practices and identify opportunities for further improvement or remediation measures and assist the City’s Records Management Coordinator with designing records management practices and tools that incorporate adequate privacy controls
  • The candidates should be able to participate in the review of contracts and agreements for products and services involving personal data collection and monitor developments in privacy legislation and privacy promising practices
  • The candidates should be able to collaborate with the Records and Freedom of Information Analyst and City divisions on the development and maintenance of records routine disclosure plans
  • The candidates should be able to perform Legislative Services office duties, such as responding to Freedom of Information Requests, issuing marriage licenses, performing marriage ceremonies and issuing burial permits
