Requirements:

  • The candidates should have education in areas such as planning, engineering, business, finance, economics, accounting, combined with relevant project management experience, or an equivalent combination of education and experience
  • The candidates should have extensive experience with research methodologies and long-range broad-based policy formulation
  • The candidates should have extensive experience working with internal and external stakeholders, while balancing political and community interests and ability to use critical thinking and analysis to develop creative solutions to complex problems

Responsibilities:

  • The candidates should be able to work closely with the Director, Chief Planner, Deputy City Manager, and senior officials in City Planning and other City Divisions and Agencies to manage complex multi-agency initiatives related to waterfront revitalization, including governance, planning, infrastructure development, finance, environmental management, and project implementation and manage interagency operating and service agreements, memoranda of understanding, legal agreements, and legislation, in coordination with City Legal and other divisions
  • The candidates should be able to develop and implement detailed plans, master plans, environmental assessments, risk management plans and audits, and recommend the creation of strategic policy, practices, and protocols in accordance with the Official Plan, Central Waterfront Secondary Plan, and other policies
  • The candidates should be able to anticipate and analyze organizational impacts of emerging waterfront programs and activities; recommend and coordinate innovative corporate solutions using conflict resolution and negotiation skills to successfully manage sensitive and controversial matters and manage external consultants on project-specific assignments and studies, developing and overseeing the preparation of purchasing documents (RFQs, RFPs), valuing proposals, and coordinating consultant work, ensuring timely delivery of services and value for money
  • The candidates should be able to represent the City of Toronto professionally and advocate the corporation’s values, principles, and objectives in various forums, including community and stakeholder meetings, and resolve jurisdictional matters with Waterfront Toronto, City Divisions, Agencies, Boards and Commissions, provincial and federal governments, task forces, and steering committees
  • The candidates should be able to create and manage interdisciplinary and interagency teams and consultation processes to expedite the delivery of waterfront projects while addressing political, community, business, and other stakeholder interests and action requests from Council, including preparing Council reports and briefing materials on funding, business and infrastructure planning, financial and contract management, land valuation, governance, legislative compliance, legal agreements, and other related matters
  • The candidates should be able to ensure compliance of Waterfront Toronto programs with City budget, policies, plans, joint agreements, and protocols, including Contribution Agreements with other orders of government and assist in managing, hiring, motivating, and training unit staff, ensuring effective teamwork, high standards of organizational performance, continuous learning, and innovation
  • The candidates should be able to lead the analysis and verification of program costs on behalf of all government partners in compliance with Memoranda of Understanding, the TWRC Act, and the City of Toronto Act; review and monitor funding transfers and identify quantitative and qualitative factors in Waterfront Toronto service levels, including progress on achieving deliverables and develop, recommend, and administer the annual capital and operating budgets as well as project budgets, ensuring expenditure control
  • The candidates should be able to coordinate the City’s issues management, communications, and public consultation processes with waterfront partners in accordance with established communications and reporting protocols and lead the development of strategic and innovative approaches to sound financial planning, including financial reporting and land management protocols, and negotiation of tri-government project funding
  • The candidates should be able to represent and support the Director at conferences, and interagency, intergovernmental, senior staff, and steering committee meetings and conduct research into assigned areas ensuring that such research takes into account developments within the field, corporate policies and practices, legislation, and initiatives by other levels of government
