Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have completion of a recognized multiyear diploma in Civil, Geomatics and Survey Engineering Technology
Experience: Candidates should have considerable experience in the relevant field

Physical Requirements:

  • The candidates should have analytical and critical thinking abilities
  • The candidates should be willing to accept day travel and overnight travel

Other Requirements:

  • The candidates should have related technology with property-related experience Equivalencies and experience with property appraisals
  • The candidates should have experience with land surveying and of appraisal theory and techniques
  • The candidates should have experience with highway design and construction and land surveying principles and practices
  • The candidates should have knowledge of common law principles and legislation pertaining to real property ownership, land boundaries, and easements, including the Quieting of Titles Act, Works Services and Transportation Act, Expropriation Act, Crown Lands Act, and Intestate Act
  • The candidates should have negotiation skills, professionalism and project management skills
  • The candidates should possess a valid Province of Newfoundland and Labrador Class 05 license
  • The candidates should provide a recent driver’s abstract satisfactory to the Employer

Responsibilities:

  • The candidates should be able to ensure that land acquisition requirements for Government capital and maintenance projects are addressed in a timely and correct manner and identify specific land requirements for each project
  • The candidates should be able to ensure that the portfolio of lands being declared surplus by the Government is in compliance with applicable legislation, policies, contract law, and other directives
  • The candidates should be able to liaise and consult with departmental engineering staff, Regional Directors, and officials of client agencies to determine annual capital and maintenance projects that will require land acquisition
  • The candidates should be able to monitor and expedite acquisition negotiations, title investigations, and research activities and partake in sensitive acquisition negotiations on files characterized by high values or potential for controversial or adversarial negotiations
  • The candidates should be able to review title notes on property ownership, legal survey documentation, and boundary research and provide analysis and professional opinion on boundary-related matters
  • The candidates should be able to develop procedures for and supervise the preparation of complex cadastral plans and thematic maps used to verify correct limits of property acquisitions
  • The candidates should be able to anticipate the complexity and scope of the land requirements for each project and prepare reports for the Divisional Director of annual capital and maintenance projects
  • The candidates should be able to review and make recommendations on referrals from the Interdepartmental Land Use Committee and coordinate the preparation of acquisition budgets and monitor related expenses
  • The candidates should be able to draft letters for the senior executive and the Minister on realty matters and and meet with senior executives on realty issues and liaise with the general public and departmental staff on general issues of land acquisition and provide guidance to staff on public relations issues and interact with Department of Justice officials on legal issues concerning realty matters
