Requirements:

Languages: Candidates must have knowledge of the English and French Language
Education: Candidates should have completion of a 2 year Diploma in a Natural Resources Program
Experience: Candidates should have 2 years of related resource management including safety, firearms and evidence collection and presentation experience

Physical Requirements:

  • The candidates should be physically capable of regular fieldwork, involving significant effort in embarking and disembarking boats, planes, helicopters, and land vehicles
  • The candidates should be able to carry heavy coolers, outboard motors, generators, boats, sampling gear, snowmobiles, sleds and skilled in loading and unloading full drums of fuel into vehicles and aircraft
  • The candidates should be proficient in drilling holes in up to six feet of ice with hand and power augers and comfortable climbing in and around sites that are rocky and steep or in deep snow
  • The candidates should be prepared for regular exposure to dust, dirt, and oil (oil spills, servicing equipment), toxins, and chemicals (tailings ponds, cleanups, storage areas)
  • The candidates should be able to work in environments with loud, constant noises and insects and work outdoors and traveling in extreme weather conditions

Other Requirements:

  • The candidates should have knowledge of the technical aspects of renewable and non-renewable development projects and resource management and law enforcement techniques
  • The candidates should possess effective written and verbal communication skills, including the ability to maintain professional communication in difficult circumstances
  • The candidates should demonstrate problem-solving skills to develop solutions to sensitive staff or external problems, ranging from personality conflicts to fundamental differences of professional opinion
  • The candidates should have the ability to commit to actively upholding and consistently practicing personal diversity, inclusion, and cultural awareness
  • The candidates should also demonstrate a commitment to safety and sensitivity approaches in the workplace
  • The candidates should be critical thinkers, able to identify possible environmental impacts through written information and field inspections
  • The candidates should possess the ability to make decisions or give directions to prevent or minimize environmental damages resulting from development projects
  • The candidates should have a valid class 5 Driver’s License and be able to produce a medical clearance to confirm fitness

Responsibilities:

  • The candidates should be able to provide interpretation, guidance, and enforcement of environmental acts and regulations, authorizations, policies, guidelines, procedures, and agreements under the mandate of the Department to permittees, licensees, and lessees, other government agencies, and other groups
  • The candidates should be able to clarify intent, explain regulatory requirements, enforce laws, and address resource management issues
  • The candidates should be able to explain and/or discuss technical, operational, legislative, and permitting information to clients, other government agencies, the Independent Environmental Monitoring Agency, Environmental Monitoring Advisory Board, Aboriginal governments, special interest groups, and the public
  • The candidates should be able to provide information on resource development activities, field practices application, modification, amendment procedures, site-specific information, environmental risks, impacts, mitigative measures, good environmental practices, and preventive measures to resolve problems with applications and resolve resource development disputes
  • The candidates should be able to conduct technical assessments of project applications, amendments, or modifications as they relate to the environmental and physical characteristics of the development areas
  • The candidates should be able to determine probable environmental impacts and conflicts with other users and provide guidance on the mitigative measures
  • The candidates should be able to use information generated by other territorial government departments, municipal governments, and resource management boards to determine whether licenses and permits should be issued, changed, cancelled, or closed and what environmental conditions are attached
  • The candidates should be able to conduct and maintain an environmental risk assessment system outlining the impacts of an operation and determining the frequency and costs of conducting inspections to monitor compliance and minimize environmental impacts
  • The candidates should be able to support the management and administration of public lands in the Region by enforcing acts and regulations, authorizations, policies, guidelines, and procedures
  • The candidates should be able to ensure regulatory requirements are met concerning resource management issues for the Region
  • The candidates should be able to regularly interact with ECC divisions, other government agencies, resource management boards, industry, the Independent Environmental Monitoring Agency, the Environmental Monitoring Advisory Board, Aboriginal governments, special interest groups, and the public
