It oversees billing, payment processing, and customer service for residents and businesses. Through efficient revenue management and financial transparency, the division ensures the city’s fiscal sustainability and service delivery. Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have standard educational qualifications such as a Secondary (high) school graduation certificate or equivalent experience
Experience: Candidates should have experience in operational program billing (Water, Tax and/or Solid Waste) and administration including billing, calculations, and adjustments

Other Requirements:

  • The candidates should have experience in providing work direction, motivating, training, guidance, and support to clerical staff
  • The candidates should possess considerable experience using revenue management systems such as TMACS and WMACS
  • The candidates should have considerable experience in performing complex and detailed computations and calculations
  • The candidates should possess considerable experience in a customer service environment, dealing directly with the public, in person, by phone, and by email. They should also have knowledge of municipal legislation, policies and practices, City by-laws, provincial legislation, regulations relating to the Municipal Code, and the Municipal Freedom of Information and Protection of Privacy Act
  • The candidates should demonstrate proficiency in MS Office (Word and Excel) and demonstrate analytical ability, superior conflict resolution, and problem-solving skills
  • The candidates should have the ability to communicate effectively (both orally and in writing) and establish good working relationships with clients/customers
  • The candidates should have the ability to perform complex and detailed computations and calculations and able to work independently with minimum supervision and to set priorities, plan, and execute tasks
  • The candidates should be capable of preparing detailed correspondence, summaries, statements, and documentation requiring the interpretation and application of a wide range of administrative practices and have familiarity with government legislation in occupational health and safety

Responsibilities:

  • The candidates should be able to distribute and coordinate daily tasks to ensure deadlines and Unit deliverables are met by reaching out to other Units and Divisions as necessary and supporting staff by providing work direction, training, and guidance to ensure an appropriate level of service
  • The candidates should be able to perform specialized duties such as reviewing accounts, processing bills, and making necessary adjustments, processing weekly billing files, processing rebate applications, and processing account changes/attributes
  • The candidates should be able to validate account information including meter codes, types, property attributes, and consumption profiles to ensure accurate water and solid waste billings
  • The candidates should be able to coordinate, monitor, and control the unit workflow, ensuring adherence to relevant legislation, City by-laws, policies, procedures, and practices. They should ensure the work of the unit is completed accurately and timely
  • The candidates should be able to provide customer service to the public by responding to emails, phone calls, correspondence, and in-person inquiries as needed and able to identify and/or investigate problems and procedural inefficiencies, recommending modifications and solutions to the Supervisor as required
  • The candidates should be able to review tax and water account receivables and make appropriate adjustments to penalty and fees where applicable, engaging with other Units within the Division to approve refund requests or to further review a tax account where a water charge has been transferred
  • The candidates should be able to assist the Supervisor every year to review the metered and flat rate billing schedules, along with the preparation and careful analysis of water rates as per the annual Water Rate Report
  • The candidates should be able to prepare and complete detailed correspondence, statistical summaries, and reports and maintain appropriate audit trail/documentation of refunds/transfers/rebates and able to review and approve adjustments and re-billing of accounts within authorized signing authority thresholds
  • The candidates should be able to review requests for credit adjustments based on Chapter 849 of the Municipal Code and respond and action the request(s) accordingly and able to investigate and analyze errors and ensure appropriate corrections are processed in accordance with divisional policies and procedures
  • The candidates should be able to liaise and exchange information with all levels of staff, other City Departments and/or divisions, other levels of government, elected officials, private companies, and members of the public
  • The candidates should be able to interact and respond with the public to answer inquiries regarding account balances, account status, transfer to tax while ensuring that staff is providing effective and courteous levels of service
  • The candidates should be able to complete analysis of complex water and solid waste billing issues by reviewing the account details along with other relevant sources and complete reports to summarize findings
  • The candidates should be able to assist the Supervisor in the development of policies and procedures and able to resolve operation problems by testing system enhancements, advise Supervisor of test results, and assist with implementation
