Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates need standard educational qualifications such as a Secondary (high) school graduation certificate or equivalent experience
Experience: Candidates should have minimum of 15 years of project and program management experience, demonstrating an increasing level of complexity in projects and teams

Physical Requirements:

  • The candidates should be able to lead the department’s response to the United Nations Declaration of the Rights of Indigenous People (UNDRIP)
  • The candidates should be able to work collaboratively with the Indigenous Relations department and Indigenous planning staff from other City departments in the implementation of Council’s strategic direction moving towards a “City of Reconciliation”
  • The candidates should be able to act as a project resource in applicable projects to provide expertise on Indigenous matters and engagement support with the local First Nations and urban Indigenous peoples processes and engagement approaches

Responsibilities:

  • The candidates should be able to identify opportunities, risks, and impacts to current processes related to Indigenous matters in various facets of REFM operations – including planning and development of civic facilities, real estate services, facilities maintenance and operations, property management, capital maintenance project delivery as well as environmental services
  • The candidates should be able to provide strategic direction and advice on Indigenous matters to the department leadership team
  • The candidates should be able to ensure the department is following the Indigenous Relations department overall direction and approach to the government relations with local First Nations
  • The candidates should be able to provide departmental strategic development related to Indigenous matters
  • The candidates should be able to provide leadership and innovation from the perspective of Indigenous relations, including ongoing identification and prioritization of gaps and issues related to Indigenous matters
  • The candidates should be able to maintain, build, and nurture positive relationships with key communities (the three Coast Salish First Nations: Musqueam, Squamish, and Tsleil-Waututh, and urban Indigenous peoples) and their leadership to strategize and explore potential opportunities for collaboration
  • The candidates should be able to collaborate with staff in the Corporate Indigenous Relations team and other IR roles in other City departments to develop city-wide strategies concerning Indigenous matters
  • The candidates should be able to develop and implement engagement frameworks, protocols, and plans reflecting the evolving needs of MST and Urban Indigenous Peoples and ensure communication and processes are followed through
  • The candidates should be able to ensure that REFM programs and services continue to support City of Vancouver’s “City of Reconciliation” approach
  • The candidates should be able to communicate and foster an understanding of intergovernmental issues, processes, and strategic partnerships across the department
  • The candidates should be able to provide engagement support for the department, and communications with City Manager’s Office, other City departments, the MST and urban Indigenous peoples, intergovernmental agencies, and other levels of government including federal/provincial agencies, crown corporations, and health authorities (e.g., Vancouver School Board, Port Authority, BC Hydro)
  • The candidates should be able to develop plans and projects within REFM to implement the UN Declaration of the Rights of Indigenous Peoples (UNDRIP), BC Declaration on the Rights of Indigenous Peoples Act, and the Truth and Reconciliation of Canada Call to Actions as well as to decolonize City processes, practices, and policies
  • The candidates should be able to, as required, build a small team of Indigenous relations staff to support REFM operations and projects
  • The candidates should be able to provide engagement and communication expertise and act as a liaison for MST and urban Indigenous peoples on engagement regarding their interests, issues, and information to be considered in the delivery of REFM civic facilities projects, programs, and services, and real estate transactions
  • The candidates should be able to coordinate and advise on the development of criteria for the engagement with MST on real estate transactions/agreements in relation to land use activities including land sales; long-term ground leases to non-profit or governmental organizations; short-term leasing of City-owned properties to non-profit or governmental organizations; lease renewals; grants of statutory rights of way; options to purchase and easements; and commercial leasing activities
  • The candidates should be able to coordinate and advise on the development of criteria for the engagement/co-developed plans with MST on land transfers (sale or lease) protocols and real estate development
  • The candidates should be able to act in an advisory capacity on major real estate development projects, including those for civic purposes, which may include rezoning, land disposition, and long-term leasing of land and land transfers and coordinate engagement with MST on such matters as rezoning applications and development permit applications conditions
  • The candidates should be able to provide recommendations for policies, standards, best practices, and actions to align with MST policies, standards, and procedures, and/or consideration for new and emerging issues as they arise that relate to Indigenous communities
  • The candidates should be able to research, monitor, analyze, and review regional, provincial, and federal policies, legislation, guidelines, and programs
  • The candidates should be able to advise on the development and formalization of agreements and protocols for major projects with MST, including land transfers and leasing of land
  • The candidates should be able to advise on the development and formalization of dispute resolution processes between the City and MST on REFM projects and real estate activities
  • The candidates should be able to act in an advisory capacity in the preparation and presentation of complex reports to Council as well as prepare report materials and answer questions at Council relating to the same
  • The candidates should be able to provide strategic guidance and develop best practices and processes and design guidelines for the planning and development of civic facilities to actively address commitments to reconciliation
  • The candidates should be able to advise operational and project staff on policies, standards, best practices, and strategies for culturally respectful engagement and communication for projects/portfolio management
  • The candidates should be able to coordinate/facilitate discussions with MST and Urban Indigenous peoples as necessary in conjunction with project partners
  • The candidates should be able to act in an advisory capacity on major projects or initiatives related to capital maintenance, maintenance and operations, and project management
  • The candidates should be able to act in an advisory capacity to the leadership team for emerging Indigenous issues which may include sanctioned/unsanctioned events at Civic facilities
  • The candidates should be able to support relationship building, provide strategic guidance with respect to environmental service delivery, and act in an advisory capacity on major environmental projects and initiatives
  • The candidates should be able to participate in archaeological assessment initiatives with subject matter experts in other City departments
  • The candidates should be able to provide oversight and manage several direct reports (2-3) and interdisciplinary project teams
  • The candidates should be able to coach and mentor team members
  • The candidates should be able to hire, take appropriate action, and make recommendations to address employee relations issues; oversee employee development and manage performance
  • The candidates should be able to develop job descriptions and ensure timely recruitment and training of new hires
  • The candidates should be able to handle other duties/responsibilities as assigned
