Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have post-secondary certificate/diploma/degree in a related field (e.g., business administration, human resources) plus Knowledge of administrative and human resources policies and procedures
Experience: Candidates should have progressively responsible related experience

  • The candidates should have the ability to travel within Waterloo Region

Other Requirements:

  • The candidates should have knowledge and working experience with schedules for a large unionized and varied staffing complement with multiple bargaining units
  • The candidates should have knowledge of and the ability to comply with policies, procedures, related legislation (e.g., health and safety, employment standards, privacy), and collective agreements
  • The candidates should possess research, project management, and organizational skills to collect, analyze, compile, and report on assigned projects; assess divisional coverage requirements and workload considerations; and work independently to complete projects and manage competing demands
  • The candidates should demonstrate leadership, communication, human relations, and presentation skills to supervise, train, develop, motivate, and support staff; participate in and conduct interviews and orientation sessions; liaise with and respond to inquiries from staff, management, and stakeholders; conduct and facilitate meetings and formal presentations; and participate as an effective team member
  • The candidates should have computer skills with the ability to use software and database management systems such as Advanced Scheduler, Auto-dialer, Time and Attendance Management Systems, Microsoft Office, and other information systems
  • The candidates should have the ability to participate in an official standby/on-call rotation to respond to legislated/time-sensitive demands beyond regularly scheduled work hours
  • The candidates must have a tuberculosis (TB) test and required immunization(s)
  • The candidates must provide an acceptable vulnerable sector police check
  • The candidates should have the ability to support and demonstrate the Region’s values

Responsibilities:

  • The candidates should be able to supervise Staffing & Administration Clerks
  • The candidates should be able to supervise staffing and scheduling functions and the time and attendance management system (TAMS) for the Division
  • The candidates should be able to supervise scheduling processes to ensure shifts are appropriately staffed, per collective agreements, policies and procedures, and shift requirements
  • The candidates should be able to liaise with Payroll to ensure timely, accurate payroll data, per collective agreements, and act as the site contact for inquiries from Payroll and HR regarding the same
  • The candidates should be able to respond to staff inquiries regarding accrual balances and provide payroll submission support to supervisors
  • The candidates should be able to research, plan, and implement staff-related projects and activities focused on training, orientation, and systems, ensuring stakeholders are consulted, represented, and involved
  • The candidates should be able to develop and implement an annual operational plan for the Section, per divisional plans and priorities
  • The candidates should be able to supervise the implementation of internal staffing process changes and for new hires for the Division, administer the internal postings process and “expression of interest” process for internal staff, and submit requisitions to HR
  • The candidates should be able to work with the hiring supervisor and HR to coordinate internal postings, and work with managers/supervisors to identify internal vacancies and respond to related inquiries
  • The candidates should be able to create spreadsheets, reports, and related communications to management regarding the Division’s attendance management program
  • The candidates should be able to complete administrative processes and documentation for new and terminated employees, in collaboration with HR, and provide support regarding labour relations (e.g., correspondence, reports), as required
  • The candidates should be able to generate, file, and distribute confidential reports to management
  • The candidates should be able to support operating management and HR in external recruitment and selection, screen applications for external candidates, and participate in interviews
  • The candidates should be able to participate as a member of the divisional supervisory team and identify and provide input into administrative and staffing initiatives
  • The candidates should be able to coordinate new employee onboarding processes and meet with staff to provide orientation and schedule training
  • The candidates should be able to provide data and recommendations to supervisors on internal recruitment needs and train/orient supervisors on using software systems
  • The candidates should be able to update divisional organizational charts, track staffing changes including vacancies, internal posting changes, and staff movements
  • The candidates should be able to administer divisional systems (e.g., TAMS/advanced staff workload planner and scheduler), set up user access, and provide related training resources to staff
  • The candidates should be able to work with vendors or HR for support and implementation of updates/upgrades and provide input into related systems, processes, guidelines, policies, and procedures
  • The candidates should be able to audit data relating to accrual balances and security card holders
  • The candidates should be able to liaise with HR regarding staff leaves, resignations, retirements, and return to work, and contact and respond to inquiries from internal staff, management, job applicants, and stakeholders
  • The candidates should be able to perform related duties as required
