Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have completion of a Bachelor of Laws (LL.B) or Juris Doctor (J.D) and be a member in good standing with the Law Society of Ontario
Experience: Candidates should have a minimum of five years of related experience

Physical Requirements:

  • The candidates should have the ability to work independently without direct supervision and manage multiple projects and assignments to meet deadlines in a demanding service-focused environment
  • The candidates should demonstrate the ability to study and work in other areas of Municipal Law promptly
  • The candidates should exercise discretion, judgment, diplomacy, and maintain high levels of confidentiality

Other Requirements:

  • The candidates should possess (post-articling); equivalent combinations of experience and education and direct experience in the municipal sector, with preference given to those applicants
  • The candidates should have excellent interpersonal and communication skills, as well as negotiation skills, with the ability to provide sound legal advice to Members of Council, Senior Management, and City staff
  • The candidates should have experience appearing before the Ontario Land Tribunal and the Courts and possess thorough knowledge and understanding of key statutes, regulations, and bylaws affecting the municipality, including the Municipal Act, Planning Act, Condominium Act, Municipal Heritage Act, Building Code Act, Construction Act, and Development Charges Act
  • The candidates should have a passion for promoting and maintaining a healthy and safe workplace and the ability to work respectfully and effectively in a team environment
  • The candidates should have a strong commitment to delivering quality customer service and demonstrate a commitment to Reconciliation, Equity, Accessibility, Diversity, and Inclusion

Responsibilities:

  • The candidates should be able to provide a full range of legal services, opinions, and advice to Senior Management and City staff on all aspects of municipal law
  • The candidates should be able to offer specialized legal services to the Planning, Building Standards, and Engineering Services divisions related to land use planning and development
  • The candidates should be able to represent the City in appeals before the Ontario Land Tribunal (OLT) and other judicial bodies and draft and review various legal documents, including development agreements, by-laws, easements, and other legal instruments
  • The candidates should be able to manage real estate transactions from start to finish in both residential and commercial matters and develop proactive legal strategies to protect the City’s interests and minimize legal risks
  • The candidates should be able to review and prepare policies and procedures that comply with all applicable laws and case law and participate in City project teams and initiatives
  • The candidates should be able to provide legal advice and support to City Departments and Committees of Council
  • The candidates should be able to mentor, train, and provide leadership to staff within the Legal Services Division and perform other related duties
