Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have minimum Grade 12 completion or completion of a substantive number of courses leading to achievement of the C.I.P. (Chartered Insurance Professional) designation or equivalent
Experience: Candidates should have considerable practical experience in claims handling

Other Requirements:

  • The candidates should have completed courses leading to or completion of the CRM (Canadian Risk Management), including courses in claims investigation and adjusting and possess considerable knowledge of, and practical experience in, the principles and practices for determining legal liability
  • The candidates should have significant experience in the application of standard claims investigation principles and practices to a wide variety of claims, including carrying out detailed scene attendances, such as photos, scale diagrams, detailed statements, and measurements
  • The candidates should have considerable experience in the quantification of damages, both property damage and personal injury, and familiarity with the tools and standard procedures for determining values (legal precedent, medical documentation, and standard depreciation applications)
  • The candidates should demonstrate the ability to review complex legal contracts and agreements to determine the appropriate apportionment of legal liability and able to review and assess legal precedent and legislation/enactments as they relate to the claim being handled
  • The candidates should have a working knowledge of general construction, maintenance, repair, and operation of physical facilities and infrastructures
  • The candidates should possess thorough knowledge of insurance and claims procedures and terminology and have considerable knowledge of general claims administration and adjudication and exhibit excellent communication skills, both written and verbal
  • The candidates should demonstrate the ability to work independently and efficiently manage a caseload of claim files in a timely manner, with attention to detail being mandatory given the potential for litigation on each claim
  • The candidates should have the ability to prioritize work to meet targeted deadlines and possess the ability to negotiate claims settlements with claimants and/or their appointed representatives
  • The candidates should be able to establish and maintain effective working relationships with a wide variety of internal and external contacts, including claimants and their appointed representatives (legal counsel, medical practitioners, insurance adjusters, and tradespeople)
  • The candidates should demonstrate the ability to de-escalate situations involving confrontational and/or emotional individuals and have good computer skills and familiarity with an electronic claims management system

Responsibilities:

  • The candidates should be able to carry out detailed investigations and evaluations on third-party liability claims initiated against the City to ensure the preservation of critical evidence, and compile detailed claims information sufficient to facilitate a determination on legal liability to enable the defense of the City’s position in court
  • The candidates should be able to conduct detailed scene attendance with photos, scale diagrams, witness statements, and measurements and able to review Notice of Claim to ensure compliance with the requirements of the Vancouver Charter and other enactments (Limitation Act)
  • The candidates should be able to research and evaluate historical City records related to the claim; identify and interview internal and external sources and technical experts as required; review applicable legislation, legal precedent, contract, or agreements to assess legal liability
  • The candidates should be able to conduct analysis on information gathered to determine next steps in the investigation process and final conclusion on legal liability and able to investigate major incidents involving City work crews or City property where there may be a potential for a claim against the City
  • The candidates should be able to evaluate the quantum of damages (bodily injury and property damage); view and assess physical loss; review repair bills and/or estimates; review medical records and specialist reports to ensure that damages claimed are consistent with the nature and circumstances of the claim
  • The candidates should be able to, where appropriate, negotiate settlement with the claimant or their appointed representative (lawyer, and insurance representative) and facilitate proper execution of appropriate documentation to absolve the City from legal liability in conjunction with claims settlement
  • The candidates should be able to act as a witness on the City’s behalf regarding legal action on claims handled and assist Legal Counsel in preparing evidence on investigation work or by carrying out additional work requested and necessary for the preparation of a legal defense to the action
  • The candidates should be able to maintain detailed, current, and accurate records on all claims in the Claims Management System and able to prepare original correspondence of a complex nature and detailed investigation or other reports as required
