City of Winnipeg’s Planning, Property, and Development department manages urban planning and development initiatives within the city. It oversees zoning regulations, land development applications, and property management to shape Winnipeg’s growth and sustainability. Through collaboration with stakeholders and innovative planning strategies, the department enhances urban design and livability. Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have possession of a valid Journeyman’s Red Seal Carpenter’s Certificate
Experience: Candidates should have a minimum five (5) years’ residential experience

Physical Requirements:

  • The successful applicant is required to provide a vehicle for transportation while on City business, subject to the terms and conditions of the City Transportation Policy
  • The candidates must be physically capable of performing the duties and responsibilities of the position, including climbing ladders, crawling, crouching, working in confined spaces, and working in extreme temperatures

Other Requirements:

  • The candidates should be a Certified Engineering Technologist who has completed courses related to building or structural design, with a minimum of five (5) years’ experience
  • The candidates should demonstrate the ability to deal harmoniously with contractors, engineers, designers, architects, and others and have the ability to read building plans and specifications
  • The candidates should demonstrate the ability to prepare concise and accurate reports and correspondence and have the ability to interpret by-laws and convey this information to others associated with the work
  • The candidates should possess the ability to use a personal computer with programs such as the departmental program AMANDA, Microsoft Outlook, MS Teams, and Word and have knowledge of building, electrical, and plumbing materials, as well as methods of construction and installation practices related to residential standards
  • The candidates should have knowledge of the Winnipeg Building By-law, the Manitoba Building Code, the Manitoba Plumbing Code, the Winnipeg Electrical By-law, and related standards. Must possess and maintain a valid Class 5 Manitoba Driver’s License. The successful applicant will be required to provide a driver’s notice in force document upon request

Responsibilities:

  • The candidates should be able to perform skilled inspections, enforcing compliance with all electrical, plumbing, and building requirements outlined in the City of Winnipeg Electrical By-law, Winnipeg Building By-law, and reference standards applicable to the construction or alteration of one (1) and two (2) family dwellings, including row housing, and related residential structures
  • The candidates should be able to inspect, test, and report on the erection, construction, repair, and alteration of buildings, as well as the construction, repair, alteration, and extension of various installations to ensure compliance with the appropriate by-laws, codes, regulations, and approved plans
  • The candidates should be able to inspect, report, and take appropriate action on any work being done without the necessary permits, ensuring compliance with regulatory requirements
  • The candidates should be able to inspect, report, and address any hazardous or unacceptable conditions involving building, electrical, and plumbing installations related to housing, prioritizing the safety and well-being of residents
  • The candidates should be able to prepare written reports, create sketches, draft correspondence, and compile prosecution data based on inspections conducted, and be prepared to make court appearances as necessary to enforce compliance
  • The candidates should be able to proficiently access approved permits through electronic systems such as the AMANDA system and accurately record inspection results for documentation purposes
  • The candidates should be able to review drawings related to permits issued and consult with Plan Examiners to ensure compliance with regulatory standards and able to recommend changes to building, electrical, or plumbing by-laws and codes, as well as other related regulations, based on their expertise and inspection findings
  • The candidates should be able to vigilantly bring any apparent violations of other pertinent by-laws and regulations to the attention of the appropriate branch for further action and able to commit to attending training sessions regularly to stay updated on the latest regulations, standards, and best practices in the field of building inspection and compliance
