City of Victoria’s Parks, Recreation, and Facilities department manages parks, recreational programs, and municipal facilities to promote community well-being. It provides access to parks, sports fields, and recreational amenities for residents and visitors. Through strategic planning and facility management, it ensures the availability and quality of recreational spaces and programs. The candidates selected for the vacancy will be required to start the work as soon as possible.

Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have Undergraduate degree in a discipline related to business management, engineering, or resource management
Experience: Candidates should have 5 years of related project management and research and analysis experience

Physical Requirements:

  • The candidates should be able to work from ladders and scaffolding
  • The candidates should be able to work in confined spaces
  • The candidates should have the ability to meet multiple deadlines and work environment will primarily be in an office setting
  • The candidates should be capable of short periods of intense concentration while dealing with computer files
  • The candidates should be able to focus on a variety of small print or details and computers for short periods

Other Requirements:

  • The candidates should possess the ability to organize and prioritize work effectively and should demonstrate understanding and application of the principles and methods of sustainability and environmental management
  • The candidates should understand and apply the principles and methods of building project management and construction administration
  • The candidates should be able to read and interpret technical reports, plans, codes, and regulations and provide technical guidance and advice to user departments
  • The candidates should have the ability to research and analyze needs and facilitate meetings and workshops and should be capable of creating procedural documentation
  • The candidates should maintain accurate records and prepare budgets and should establish and maintain effective working relationships
  • The candidates should be able to represent the City to the public and outside agencies and should have the ability to work safely on job sites
  • The candidates should demonstrate proficiency in the use of computer software tools for management, reporting, data integration, and data analysis (Microsoft Word, Excel, PowerPoint, Project, Outlook, Access, and other software)
  • The candidates should have Possession of a technical diploma or certificate in energy management (Sustainable Energy Manager Associate (SEMAC), Certified Energy Manager (CEM) or equivalent) is preferred
  • The candidates should hold certification as a Certified Technician, Certified Journeyman Electrician, or in HVAC or Instrumentation discipline
  • The candidates should have Registration or eligibility to register for professional certification in a relevant discipline (ASTTBC, or equivalent) and a current and valid Class 5 Driver’s License
  • The candidates should possess a Fall Arrest Certificate (8 hours) and should have Confined Space Training (8 hours)

Responsibilities:

  • The candidates should be able to work collaboratively with Parks, Recreation and Facilities, other municipal departments, consultants, and contractors to achieve corporate climate action and sustainability objectives through leading the implementation, tracking, and reporting of the CEEMS
  • The candidates should be able to build corporate knowledge and commitment to a goal of reducing fossil fuels usage and associated greenhouse gas emissions across the organization in partnership with other municipal departments
  • The candidates should be able to administer projects for key energy initiatives related to energy conservation, renewable energy generation, and electrical service upgrades and able to coordinate and administer projects, programs, grants, and contracts with city staff, government, utilities, and community partners
  • The candidates should be able to manage corporate and community-wide low and zero-carbon energy initiatives, monitor and evaluate program effectiveness, document performance trends, and recommend improvements for programs and initiatives
  • The candidates should be able to develop projections of energy consumption and GHG emissions to establish targets, policies, and actions, and assist in the preparation of capital plans and annual operating budgets
  • The candidates should be able to establish a building benchmarking system to track GHG emissions and energy consumption in facilities, develop detailed policies and actions to support progress towards identified targets
  • The candidates should be able to compile an annual GHG emissions and energy consumption inventory of facilities and operations using the City’s GHG reporting platform, prepare quarterly and year-end written reports, and participate in the Corporate Energy Manager Program as per BC Hydro Contractual requirements
  • The candidates should be able to support the development of plans and budgets focusing on capital projects related to reducing emissions and energy consumption in buildings and building systems
  • The candidates should be able to develop and implement staff technical and awareness training on best energy management practices (behavioral/consumption, and smart procurement) and ensure full compliance with relevant federal, provincial, and City regulations, permits, policies, guidelines, and procedures
