Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have completion of a Technical School Diploma in Civil Engineering Technology
Experience: Candidates should have 6 years of experience, including supervisory

Physical Requirements:

  • The candidate should be able to handle short periods of intense concentration while preparing reports and approving subdivision plans
  • The candidate should be prepared to deal with complaints and negative comments  and meet multiple deadlines
  • The candidate should be able to focus on a variety of engineering plans and computer work for short periods
  • The candidate should be able to work in an office environment, the ability to work outside in all weather conditions and work on construction sites

Other Requirements:

  • The candidate should be able to organize and prioritize the work of a section and understand and apply the principles and legislation of civil engineering construction and design
  • The candidate should have working-level operation knowledge of City word processing, spreadsheet, and related specialty software and the ability to negotiate outcomes and resolve disputes
  • The candidate should be able to read and interpret engineering plans and drawings, interpret related policies and regulations, prepare reports and make presentations and maintain accurate records and prepare budgets
  • The candidate should supervise and direct section staff, establish and maintain effective working relationships, represent the City to the public and outside agencies
  • The candidate should have completed accredited courses in Management Studies (1 year) and be registered or able to register as an Applied Science Technologist (AScT) with the Applied Science Technologist and Technicians of BC (ASTTBC)
  • The candidate should have completed Municipal Administration Training Institute (MATI) School for Approving Officers or equivalent training (35 hours)
  • The candidate should possess a current and valid Class 5 B.C. Driver’s Licence and experience, or an equivalent combination of education and experience

Responsibilities:

  • The candidates should be able to coordinate, assign, and review the work of up to 5 staff involved in the review and approval of various land use, building, and utility permit applications
  • The candidates should be able to ensure schedules, procedures, and established performance and safety standards are met while being responsible for the full supervision of staff
  • The candidates should be able to direct the staff review of and approve or decline servicing requirements in the role of Servicing Officer, as appointed by Council in accordance with provincial legislation
  • The candidates should be able to administer the Engineering Department review of and oversee staff review of land use and building permits, as well as review and approve utility permits in accordance with policy and procedure
  • The candidates should be able to update and develop policy, process, and procedure to ensure City interests are considered during the permit review processes
  • The candidates should be able to negotiate and resolve issues not resolved at the junior staff level, such as undelivered development commitments and neighbourhood complaints, requiring creative solutions
  • The candidates should be able to adjudicate requests for exemptions, credits, and rebates of Development Cost Charges, consult with appropriate City departments to determine alternate measures in accordance with Provincial legislation and best practices, calculate credit amounts, and update electronic records
  • The candidates should be able to prepare the section budget, approve, and monitor expenditures and resolve issues raised through enquiries and complaints from the public referred by the Mayor, Council, and Senior Management
  • The candidates should be able to provide direction and information to staff and other departments on land development enquiries and complaints, the Development Cost Charges Bylaw, and the Subdivision Bylaw
  • The candidates should be able to represent the department at various committees of Council and public meetings, compile resource materials, and deliver presentations and perform related duties
