Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have a successful completion of a Bachelor’s degree in Business Administration, Economic Development, Local Economic Development, Urban Planning or related field
Experience: Candidates should have minimum of seven (7) years progressive experience within the field of economic and/or business development; equivalent combinations of experience and education may be considered

Other Requirements:

  • The candidates should be certified with the Economic Developers Association of Canada, which is considered an asset
  • The candidates should have a proven history of successfully managing high-performance business development/economic development teams with a track record of success and results
  • The candidates should have demonstrated experience in managing and overseeing land development projects
  • The candidates should possess excellent written and verbal communication skills, including preparing, delivering, and facilitating presentations, letters, and reports. Previous experience facilitating Community Improvement Plans and Business Retention and Expansion programs is preferred
  • The candidates should have excellent interpersonal and conflict resolution skills, with a strong focus on customer service to effectively interact with all interested and affected parties
  • The candidates should demonstrate excellent organizational and problem-solving skills, with experience coordinating and managing multiple activities and projects under tight time constraints, resulting in successful conclusions
  • The candidates should have the ability to maintain strict confidentiality and discretion in a work environment that has access to confidential and sensitive information
  • The candidates should have knowledge of the Municipal Act, Planning Act, and related legislation, which would be considered an asset
  • The candidates should be proficient in computer skills, including Microsoft Office Suite (Word, Excel, PowerPoint)
  • The candidates should have a passion for promoting and maintaining a healthy and safe workplace and the ability to work respectfully and effectively in a team environment
  • The candidates should have a strong commitment to delivering quality customer service
  • The candidates should demonstrate a commitment to Reconciliation, Equity, Accessibility, Diversity, and Inclusion. Previous training in Diversity, Equity, and Inclusion and Respectful Workplaces is an asset
  • The candidates should provide a Police Criminal Record and Judicial Matters Check satisfactory to the City
  • The candidates should present proof of their current and valid certificate(s), licenses, and/or educational qualifications, if applicable
  • The candidates should demonstrate the ability and willingness to travel between worksites as necessary, utilizing reliable, safe, and efficient methods of transportation required to perform the job

Responsibilities:

  • The candidates should be able to lead an economic development team that will collaborate with a variety of community groups including the business community, the broader public sector, various levels of government, and internal divisions
  • The candidates should be able to manage a high-performing Economic Development team with a focus on initiatives related to land development and sales, investment, cluster development initiatives, program delivery and data initiatives, smart city initiatives, and workforce development strategies
  • The candidates should be able to support the implementation of the economic development strategy and long-range plans for a unified economic development program that promotes the economic development interests of the City of Waterloo
  • The candidates should be able to build and maintain networks to generate new business growth, provide recommendations to improve processes or services that enable economic development, and develop and implement business support programs to provide value and knowledge to new and existing business owners
  • The candidates should be able to manage the advancement of city-owned employment lands for investment or development for the purposes of economic growth, business attraction, and retention
  • The candidates should be able to manage the expedition/facilitation of strategic land development projects through City approvals processes and managing purchase/sale negotiations
  • The candidates should be able to provide strategic economic development support to broader Regional projects, including regional strategic and labour market strategies, regionally led FDI initiatives, and community planning initiatives
  • The candidates should be able to manage the development and release of communication tools (e.g., press releases, promotional material), in collaboration with the communications team
  • The candidates should be able to collaborate with municipal, regional, provincial, and federal government officials and private sector representatives to increase investment in the City of Waterloo
  • The candidates should be able to develop initiatives and strategies for business expansion and retention and promote these through regular business visitation program and follow-up, proposals, presentations, and tours
  • The candidates should be able to develop and maintain relationships with various community partners including academic institutions, chamber of commerce, and commercial and industrial realtors and developers to assist in supporting and promoting local business growth and prosperity
  • The candidates should be able to engage with culture, communications, and planning staff, senior management, Council, and advisory committees on issues of economic development
  • The candidates should be able to represent the City within a variety of external organizations participating as an active member and providing guidance to corporate committees, task forces, and project teams
  • The candidates should be able to represent the City at networking events, business development outreach meetings, and real estate/developer forums
  • The candidates should be able to market the City as a location of choice to senior business executives, incoming delegations, and other investment mediaries
  • The candidates should be able to maintain an up-to-date community profile report on the City of Waterloo, including economic statistics and indicators, local businesses, and services
  • The candidates should be able to provide management coverage for the division during periods of vacation
  • The candidates should be able to perform other duties as assigned
