Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have completion of post-secondary education
Experience: Candidates should have minimum of three years of supervisory or leadership experience

Physical Requirements:

  • The candidates should be able to meet deadlines, work independently, and with minimal supervision
  • The candidates should use their own initiative and assume responsibility or ownership of job functions
  • The candidates should handle matters of a confidential and sensitive nature in an appropriate manner

Other Requirements:

  • The candidates should have thorough knowledge of procurement procedures and practices, relevant university policies and procedures, a basic knowledge of contract law, and a complete understanding of the ethical standards of the profession
  • The candidates should possess good judgment, initiative, and knowledge of university rules, regulations, and culture to develop and implement solutions to problems and completely conversant with product and service terminology and thought processes to understand requirements, particularly for large and complex projects
  • The candidates should have the ability to interact with a wide variety of business and academic professionals, portraying and demonstrating confidence and sound knowledge of the profession
  • The candidates should maintain continual awareness of changes in market conditions, government regulations, trends in public and private sectors, and manufacturing processes through intensive study through SCMA seminars and courses
  • The candidates should maintain a high level of knowledge of developments in all areas related to Procurement Services, including legal precedents in procurement and policies relevant to negotiating, tendering, and contracting
  • The candidates should be organized, work in collaboration with other teams, and liaise with both internal departments and external organizations with interests related to procurement and system issues
  • The candidates should demonstrate financial aptitude, strong organizational and leadership skills, meticulous attention to detail, accuracy, flexibility, tact, initiative, sound judgment, patience, and good public relations skills, and be able to work well within a team atmosphere
  • The candidates should possess a degree or diploma, preferably in business administration and purchasing and supply chain management, plus foundational SCMA or UPPC courses or equivalent
  • The candidates should have completed or be actively enrolled in CSCMP or CPPO designation or an equivalent focus in public procurement and communicate effectively, professionally, and with confidence with vendors, department heads, and researchers
  • The candidates should have five (5) years of purchasing experience, preferably in a university or other publicly funded environment

Responsibilities:

  • The candidates should be able to lead, delegate, and review the activities associated with planning and executing public procurement activities across the procurement officer team
  • The candidates should be able to plan, organize, direct, and execute large dollar value and complex procurement activities related to the acquisition of a variety of commodities and services, including capital projects on behalf of academic, administrative, ancillary, and other departments of the University
  • The candidates should be able to investigate and propose programs and procedures to improve procurement processes such as drafting, evaluation, negotiation, and others
  • The candidates should be able to strengthen vendor relationships and performance outcomes through effective vendor management
  • The candidates should be able to ensure legislative compliance in all procurement activities
