Requirements:

Other Requirements:
- The candidates should demonstrate progressive experience managing large, complex, multi year transit projects, preferably elevated stations, elevated guideway, operating system, related works, experiences each person brings and is committed to creating and maintaining an inclusive and accessible environment
- The candidates should hold registration as a Professional Engineer (P.Eng.) in the Province of Ontario and a Project Management Professional (PMP) certification
- The candidates should demonstrate project management experience, managing assigned multi-disciplinary projects of high value and complexity, and supervising staff engaged in all stages of project management from start to close out
- The candidates should have knowledge of Alternative Finance Procurement, Alliance, Progressive, Design Build delivery method, construction engineering, construction processes, value engineering, familiar with municipal, TTC, Metrolinx, and other national or international rail and transit standards
- The candidates should possess leadership skills, including interpersonal, presentation, communication, negotiation, and consensus-building abilities. They should be able to manage a diverse group of project specialists and consultants to accomplish the goals of the agency within established scopes, schedules, and budgets
- The candidates should have knowledge of Contract Law, Construction Liens Act, the Occupational Health and Safety Act, the Environmental Assessment Act, and the requirements of the Professional Engineers Act. Additionally, they should be familiar with Human Resources legislation to monitor and manage employees and contractors, including experience in the application of collective agreement provisions
- The candidates should hold a valid Class “G” driver’s license and a Criminal Record Check

Responsibilities:
- The candidates should be able to oversee Technical and Design Services throughout the project lifecycle to ensure designs are compliant, safe, meet delivery and constructability needs, and are cost-efficient from the total project cost perspective
- The candidates should be able to manage contract and schedule management, construction quality, site safety and security, project financial accountability, project deliverables, and provide technical input to program communications and intergovernmental relations during all stages of construction projects and manage complex project issues and risks, facilitate effective conflict resolution, and communicate with internal and external stakeholders, managing their expectations
- The candidates should be able to deliver projects from initial conception and procurement through commissioning and handovers within scope, on budget, and on schedule, in accordance with good project management and construction practices and achieve program milestones and deliverables consistent with quality standards throughout the full project lifecycle and compliance with Metrolinx and other related design standards and applicable municipal, provincial and federal codes
- The candidates should be able to manage the efficient delivery of project elements through project activities, including preliminary design, detailed design, preparation of contract documents, construction, contract management, and commissioning activities
- The candidates should be able to assist in the development and assessment of alternative delivery options to meet market and business conditions relating to the delivery and implementation of subway infrastructure
- The candidates should be able to monitor objectives related to engineering, design standards, design review, technical specifications, document control, budget, work breakdown structures, project schedules, resource prioritization and staffing requirements
- The candidates should be able to ensure that contractors’ construction plans and schedules are complete, workable, and in accordance with contract documents overseeing contractors’ compliance to contract provisions, including monitoring safety, quality, environmental compliance, cost, and schedule performance
- The candidates should be able to ensure proper ongoing communication and consultation with external stakeholders, particularly the TTC and City of Toronto and elected officials, including agencies and utility companies in defining requirements, developing project implementation plans, and ensuring compliance
- The candidates should be able to prepare and monitor strategic goals and objectives, including engineering, reference design review, technical performance specifications, document control, budget, work breakdown structures, project schedules, resource prioritization, and staffing requirements
- The candidates should be able to plan, direct, and monitor all aspects of the project, including financial accountability, contract and schedule management, contractor adherence to reference designs and performance specifications, constructability review, quality management plan, continuous improvements, and support for program communications and intergovernmental relations during all stages of the project, providing strategic advice on technical matters
