Requirements:
Languages: Candidates must have knowledge of the English Language
Education: Candidates should hold a Bachelor’s degree in Electrical Engineering
Experience: Candidates should have minimum of 6 years of experience in design and construction project engineering
Physical Requirements:
- The candidates should be able to lead and review the work of a technical design team while managing and leading diverse teams within a unionized environment
- The candidates should possess organizational, time management, and customer service skills to thrive in a high-volume, fast-paced environment
- The candidates should be able to communicate effectively, both in writing and orally, and think strategically, with experience in business case development, strategic planning, and Key Performance Indicator (KPI) implementation
- The candidates should be able to work independently with minimal supervision from the Associate Director
Other Requirements:
- The candidates should be able to a Professional Engineer designation, and have a possess an equivalent combination of education, training, and experience
- The candidates should be able to manage staff and HR issues effectively in a unionized environment
- The candidates should be able to be registered or eligible for registration as a Professional Engineer in British Columbia
- The candidates should have Project Management Credentials (PMP) or equivalent, with a strong understanding of electrical engineering principles, standards, and specifications, especially in municipal contexts
- The candidates should be able to demonstrate knowledge of the Professional Governance Act – EGBC and Project Management Framework
Responsibilities:
- The candidates should be able to assist in prioritizing, administering, and executing the electrical infrastructure capital plan (approximately $4M annually), collaborating with the Divisional Asset Manager or Engineer and Operations to align with strategic goals
- The candidates should be able to ensure asset management strategies and plans are developed for all electrical infrastructure to optimize performance and longevity and assist in managing both the operating and capital budgets, ensuring annual allocations are fully utilized in line with priorities and
- The candidates should be able to develop budget requests that align with City priorities while adhering to asset management principles for optimal efficiency and explore and implement cost-effective strategies for service delivery, continuously seeking improvements
- The candidates should be able to oversee and direct work plans for both exempt and unionized staff, ensuring proper distribution of duties to maximize efficiency and develop, implement, and monitor quality control processes and procedures to ensure high standards for electrical services
- The candidates should be able to adopt HR processes, including attendance management and performance management, ensuring compliance with collective agreements and City policies, develop and implement program work plans, working in collaboration with other departments to deliver comprehensive services
- The candidates should be able to oversee and direct electrical capital projects, ensuring alignment with the Engineering Project Management Framework, while meeting schedules and client and develop business cases and provide strategic analysis for new and emerging electrical initiatives and ensure the proper use and sustainment of corporate IT systems for asset and financial management
- The candidates should be able to establish and maintain the City’s electrical specifications and drafting standards, ensuring compliance with all regulatory requirements for electrical design and manage technical staff, ensuring delivery of electrical design that adheres to standards, regulations, and specifications and serve as the Engineer of Record for electrical designs, sealing electrical designs generated under direct supervision and conduct internal audits and prepare the team for external audits
- The candidates should be able to ensure safety program standards are in place and followed by staff, overseeing remote work requirements and supervisory checks and track, analyze, and set operational performance goals, including cost metrics, turnaround times, and corporate green operations targets and implement industry best practices for electrical design specifications and capital program delivery and engage staff, management, and clients in ongoing discussions to improve electrical design services
- The candidates should be able to provide ongoing review and decision-making regarding staffing and employee engagement and represent the City in partnerships with other government, public, and private organizations related to electrical design and prepare and present reports to Council, respond to FOI and legal services requests, and handle resident inquiries and undertake additional duties as assigned, contributing to the department’s overall success
