Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have completion of Bachelor’s Degree in Commerce a finance and accounting major
Experience: Candidates should have experience in financial management activities, including planning, budgeting, and expenditure control

Physical Requirements:

  • The candidates should be capable of working independently with minimal supervision
  • The candidates should be able to maintain legal eligibility to work in Canada throughout their employment
  • The candidates should be able to ensure that any work permit they possess remains valid for the duration of their employment
  • The candidates should take responsibility for ensuring the ongoing validity of their work permit if applicable

Other Requirements:

  • The candidates should possess a Professional Accounting Designation (CPA, CA, CMA, or CGA) and experience preparing and analyzing financial statements, financial reports, budgets, and financial projections
  • The candidates should demonstrate excellent analytical, reporting, and conceptual skills for forecasting, innovation, and creative problem-solving
  • The candidates should have experience analyzing data, performing statistical analysis, and reporting findings to support operations
  • The candidates should be proficient in using Microsoft Office Software (Word, Excel, Outlook) and PeopleSoft (or an equivalent ERP system) financial orgeneral ledger module
  • The candidates should possess strong knowledge of generally accepted accounting principles and other reporting practices applicable to municipal governments and accounting and control systems and be capable of developing and implementing new systems
  • The candidates should be able to recognize concerns and areas of non-compliance in reporting and determine appropriate actions
  • The candidates should demonstrate excellent verbal communication skills, including the ability to communicate effectively with all levels of the organization and external stakeholder
  • The candidates should exhibit excellent written communication skills, including the ability to prepare reports and communications for management for internal and external use
  • The candidates should have superior organizational skills, including the ability to manage multiple tasks or issues, establish priorities, and meet deadlines effectively
  • The candidates should possess strong interpersonal skills, including the ability to develop and maintain effective working relationships with a variety of internal and external stakeholders

Responsibilities:

  • The candidates should be able to participate actively in the planning, development, implementation, and evaluation of financial management systems and strategies, including the creation of financial and economic models
  • The candidates should be able to contribute to the development, monitoring, and maintenance of an internal control framework to protect the department or SOA’s assets from mismanagement or misappropriation
  • The candidates should be able to support various projects by conducting thorough financial analysis, assessing their impact on the department or SOA, and providing recommendations to management based on findings
  • The candidates should be able to perform robust financial analysis, including qualitative and quantitative data analysis and reporting on both internal and external reported data and information
  • The candidates should be able to participate in the development of business plans and Alternative Service Delivery (ASD) options
  • The candidates should be able to prepare journal entries and actively participate in financial reporting, variance analysis, and year-end accounting functions
