Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have completion of Post-secondary Law Clerk diploma from an accredited Ontario College
Experience: Candidates should have minimum 3 to 5 years experience as a Law Clerk

Physical Requirements:

  • The candidates should be detail-oriented, well-organized, and able to manage time and multi-task to accomplish a variety of tasks, sometimes with conflicting priorities and timelines

Other Requirements:

  • The candidates should have and a minimum Associate Member of the Institute of Law Clerks of Ontario (ILCO), or equivalent, preferably specializing in commercial, development, and real estate law
  • The candidates should have experience in a municipal or other public service setting and practical knowledge of Municipal Government and applicable legislation, including but not limited to the Planning Act, Municipal Act, 2001, Land Titles Act, and Business Corporations Act, as well as departmental and council guidelines, policies and by-laws
  • The candidates should have strong customer service skills to handle inquiries and resolve issues in a professional and timely manner and the ability to manage and direct calls in a prioritized manner
  • The candidates should have strong communication and organizational skills to interface with internal or external clients, courier services, consultants, and vendors to plan and coordinate community or city events or functions
  • The candidates should have good analytical skills for complex problem-solving, and be proficient in computer applications, including but not limited to Microsoft Office or software. Proficiency in Teraview (Electronic Registration System) is required, and experience with PeopleSoft (HRMS) system
  • The candidates should have familiarity with legal research databases, including but not limited to LexisNexis (Quicklaw), Westlaw, and CanLii

Responsibilities:

  • The candidates should be able to prepare real estate documentation, including conveyances, easements, leases, registrations, closing documentation, and by-laws, while liaising with appropriate departments to collect all required inputs and draft expropriation documents, adhering to legislated timelines, and liaising with internal departments and external counsel
  • The candidates should be able to draft subdivision and development agreements and related legal documents and handle the registration of plans of subdivision, which includes drafting, reviewing, and registering inhibiting orders, transfers, and easements
  • The candidates should be able to assist in preparing and drafting reports to Council and various Committees and review commercial and other contracts for approval by Legal Counsel
  • The candidates should be able to draft and prepare various corporate agreements and related documents, including but not limited to assignments, statutory declarations, and affidavits, perform due diligence investigations and revise draft legal documents based on feedback received
  • The candidates should be able to manage and coordinate the Deputy City Solicitor’s schedule, including coordinating client meetings and conference calls, and overseeing all incoming and outgoing communications, including emails, phone calls, reports, and internal correspondence and prepare reports and financial data to support the Deputy City Solicitor with budgeting and business planning
  • The candidates should be able to gather and analyze research data, conduct legal searches to assist with current legal initiatives, and prepare the registration of agreements and documents
  • The candidates should be able to coordinate regularly with other departments and required stakeholders to ensure input and feedback is collected for required legal documentation content and coordinate with legal support staff to ensure documentation is complete and provide guidance to legal support staff in determining requirements and defining activities to complete research assignments
  • The candidates should be able to keep abreast of legal trends, monitor legal issues, and provide recommendations on internal service improvement and legal documentation delivery and prioritize requests, coordinate with the appropriate stakeholders, and respond to all internal or external legal inquiries accordingly
  • The candidates should be able to escalate legal issues as appropriate to meet legal obligations and compliance and maintain relationships with cross-functional departments, executives, and senior management while fostering and supporting intra-group coordination in performing legal service accountabilities
  • The candidates should be able to participate in planning, coordinating, and implementing department initiatives and represent Legal Services in interdepartmental meetings and dealings with Managers and Directors of other City Departments
