Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have High school graduation or an equivalent combination of education and experience
Experience: Candidates should have 2 years of related experience

Physical Requirements:

  • The candidates should be proficient in touch keying with a calculator
  • The candidates should be able to sit with arms unsupported while keyboarding
  • The candidates should be capable of meeting multiple payroll and outside agency deadlines
  • The candidates should be comfortable with short periods of intense concentration while processing payroll
  • The candidates should be adept at short periods of intense concentration while performing reconciliations and analyses
  • The candidates should be able to focus on a variety of source data and computer for short periods
  • The candidates should expect the work environment to be an office

Other Requirements:

  • The candidates should have a strong understanding of Payroll legislation and demonstrate the ability to organize work effectively
  • The candidates should understand and apply various accounting techniques related to payroll and have the ability to meet strict payroll processing deadlines
  • The candidates should be proficient in the working level operation of current City of Victoria spreadsheet programs
  • The candidates should be able to use calculators with speed and accuracy and demonstrate the capability to maintain accurate records
  • The candidates should be skilled in maintaining effective working relationships
  • The candidates should communicate effectively verbally and in writing. They should also have completed the Second level CGA/CMA program (2 years) and possess a PCP (Payroll Compliance Practitioner) certification

Responsibilities:

  • The candidates should be able to maintain payroll master records, including employee name, pay rate, benefits, and deductions; calculate adjustments such as senior pay and manual cheques; batch, verify, and post as required; and balance payroll totals to controls, recording cheques and direct deposits in the cheque register
  • The candidates should be able to reconcile and remit payroll deductions such as income tax, CPP, EI, superannuation, medical, dental, extended health, group life, charitable donations, and savings bonds; assist in the preparation of T4 slips, pension reports, and other payroll year-end requirements; and maintain and reconcile WCB claims, calculating and remitting WCB premiums
  • The candidates should be able to administer and maintain benefits such as medical, extended health, dental, and collect benefits due from employees on leave or retired; calculate and apply garnishee and family maintenance orders; maintain vacation and sick leave entitlements and usage, and follow up on overpaid benefits; and monitor temporary appointments to ensure correct payments
  • The candidates should be able to respond to payroll and benefit inquiries from staff, unions, departments, and outside agencies; prepare forms and reports such as records of employment and WCB earnings information; and prepare financial analyses and reconciliations as required
  • The candidates should be able to perform related duties where qualified
