Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have post-secondary education in a discipline pertinent to the job function or an equivalent combination of education and experience
Experience: Candidates should have considerable experience and knowledge of the principles, techniques, and best practices in materials management, vendor management, contract management, and inventory control practices and procedures, distribution and stores or related background within a large organization with a strong customer service orientation

Other Requirements:

  • The candidates should have experience in the use of an automated inventory system, preferably SAP
  • The candidates should have considerable experience and proficiency in computerized software packages such as MS Office Suite (i.e., Word, Excel, and Access) and Outlook. They should also have the ability to utilize other relevant software packages, such as Adobe Acrobat, etc., to support the division’s core requirements
  • The candidates should have experience in developing specifications, RFQs, RFPs, etc., for goods and services
  • The candidates should have the ability to operate as a fully accountable program leader and as a member of a management team and self-directed work team
  • The candidates should have excellent organizational skills, necessary for working with competing demands, priorities, and the ability to meet frequent, strict deadlines
  • The candidates should be team players with problem-solving, analytical, and multitasking skills, with attention to detail
  • The candidates should have the ability to establish effective working relationships with employees, client divisions, outside agencies, service providers, and suppliers
  • The candidates should possess excellent negotiation and communication skills, both orally and in writing, at all organizational levels. They should also have the ability to prepare reports and/or correspondence

Responsibilities:

  • The candidates should be able to implement detailed plans and recommend policies/procedures regarding program-specific requirements
  • The candidates should be able to supervise, motivate, and train assigned staff, ensuring effective teamwork, high standards of work quality, and organizational performance, continuous learning, and encouraging innovation in others
  • The candidates should be able to supervise the day-to-day operation of all assigned staff, including scheduling, assigning, and reviewing work. They should also authorize and coordinate vacation and overtime requests, monitor and evaluate staff performance, approve salary increments, address grievances, and take disciplinary action when necessary
  • The candidates should be able to support assigned staff through workplace changes and foster a safe and engaged working environment
  • The candidates should be able to provide input into and administer the assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations
  • The candidates should be able to maintain the Toronto Paramedic Services’ Master Inventory Management System, ensuring the integrity and accuracy of all new and/or replacement assets and fixed assets recorded in the computerized database
  • The candidates should be able to oversee the management of divisional inventory stocks, ensuring compliance with established and approved corporate inventory management guidelines and audit controls, and make recommendations based on historical knowledge and analysis of activity
  • The candidates should be able to oversee the central receiving area for Toronto Paramedic Services, ensuring that all received products and supplies are documented and recorded in the inventory management system
  • The candidates should be able to oversee the auto stores warehouse, ensuring that all received and issued products and supplies are documented and recorded in the inventory management system. They should also perform regular cycle counts
  • The candidates should be able to conduct trend analysis on equipment and supply use, reporting as required to the Commander, Materials & Equipment, on supply cost usage, shrinkage, loss, and changes in field demand requirements, and make recommendations
  • The candidates should be able to coordinate the annual uniform ordering process for all uniformed staff, including all custom orders
  • The candidates should be able to develop policies and procedures pertaining to materials, equipment, and resources to ensure efficient operations in compliance with applicable federal and provincial legislation, municipal by-laws, and corporate policies
  • The candidates should be able to ensure the availability and delivery of equipment, medical supplies, and resources to the division’s services, satisfying the Ontario Ministry of Health certification through compliance with standards and reporting requirements
  • The candidates should be able to ensure a continuous supply of medical-grade oxygen to all ambulance stations and have contingency plans in place to minimize any interruptions in delivery
  • The candidates should be able to coordinate the movement of biohazardous waste from all ambulance stations and have contingency plans in place to minimize any interruptions in delivery
  • The candidates should be able to develop delivery schedules to ensure that all field operations are fully equipped to meet daily service requirements
  • The candidates should be able to ensure the accuracy of monthly invoices itemizing the cost and usage of stock items by various program areas using the Inventory Management Program. They should make adjustments based on client input
  • The candidates should be able to complete requisitions and detailed specifications to procure equipment and supplies required by the division
  • The candidates should be able to coordinate product evaluations through meetings with the Standards and Specifications Section of the Purchasing and Materials Management Division, the Manager of Materials and Equipment, and the Medical Advisor of Toronto Paramedic Services, and provide written recommendations based on evaluation findings
  • The candidates should be able to manage and continually review all equipment, supply, and service-related contracts, ensuring that vendors meet the established requirements of the division. They should also recommend improvements to achieve efficiency and obtain the best pricing arrangements
  • The candidates should be able to monitor existing contracts related to all equipment, supply, and service-related contracts to ensure they remain current and within the specified estimated value. They should request amendments, prepare briefing notes, and assist in preparing Council reports as required
  • The candidates should be able to meet with external vendors to examine new or improved products and supplies and make presentations to the Equipment/Uniform Committee for consideration
  • The candidates should be able to prepare and report on a monthly basis the annual program area budget, identifying all expenditures and variances in accordance with established guidelines and expectations
  • The candidates should be able to assist other Paramedic Services sections with acquiring goods by preparing requisitions, specifications for Requests for Quotations, and evaluating products
  • The candidates should be able to ensure the conformity of items received against contract specifications by conducting ad hoc inspections of received goods
  • The candidates should be able to manage the logistical coordination when changes in medical supplies and practices occur as they relate to ambulance stations, the main warehouse, and district offices
  • The candidates should be able to investigate any material failures by contacting the vendor/manufacturer to resolve issues, including product recalls or coordinating product replacements in all ambulance stations
  • The candidates should be able to identify obsolete stock items and ensure they are properly written off and disposed of according to City of Toronto regulations
