City of Calgary’s Water Services department manages and delivers safe and reliable drinking water to residents. It ensures water quality, distribution, and conservation. As a critical utility provider, it functions to meet the water needs of Calgary’s population while promoting sustainability and environmental stewardship in water management practices. The candidates selected for the vacancy will be required to start the work as soon as possible.

Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have a completed degree in Business, Science, Social Sciences, Environmental Planning, Public Administration, Marketing or Communications
Experience: Candidates should have at least 5 years of related experience in strategic planning, communications planning, policy and guideline development

Other Requirements:

  • The candidates should have experience conducting primary and secondary research in a Water Utility or a complex multi-divisional organization
  • The candidates should possess project and/or policy management experience/skills and the ability to work on several time-sensitive projects simultaneously, managing ambiguity effectively
  • The candidates should have experience in qualitative and quantitative research and analysis, as well as Council report writing
  • The candidates should possess strong analytical, problem-solving, and strategic thinking skills
  • The candidates should have the ability to prioritize, build consensus among interested parties, and influence without authority

Responsibilities:

  • The candidates should be able to work independently within a cross-divisional setting to support three lines of service (Water Treatment & Supply, Wastewater Collection & Treatment, and Stormwater Management)
  • The candidates should be able to provide strategic expertise to engage leadership and other interested parties in navigating complex and emerging issues
  • The candidates should be able to plan and manage priority projects, advance risk management, and continuous improvement activities, and support divisional planning and performance reporting
  • The candidates should be able to bring together interested parties from across The Utility’s three lines of service and internal City partners to build alignment and support effective service delivery
  • The candidates should be able to manage complex projects and build awareness and understanding of business issues and opportunities for improvement
  • The candidates should be able to work with various levels of leadership and multidisciplinary teams to develop strategic policies, frameworks, and plans in priority areas
  • The candidates should be able to help the Utility gather and analyze information on emerging issues, industry trends, service innovations, and customer expectations
