Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have  Diploma in Computer Systems Technologies or a Bachelor degree in Computer Science/MIS or Commerce/with a minor in Computer Science or an equivalent combination of training and experience
Experience: Candidates should have Minimum 2 years of experience in modern application integrations that make use of Logic Apps and other Azure-based event-driven technologies

Other Requirements:

  • The candidates should have at least 5 years of proven experience in software development in a project environment for a range of environments, platforms, and tools and should possess a combination of strong technical, analysis, and business skills
  • The candidates should demonstrate the ability to collect, analyze, and evaluate information required for programming purposes and have thorough knowledge of programming technologies including .NET Core, Python, React, and JavaScript
  • The candidates should have thorough experience developing in a .NET (4.7+) environment, including Web API, RESTful API, MVC, and Web Services and have thorough experience developing in low-code development platforms such as OutSystems, ServiceNow, and Power Platform
  • The candidates should have thorough experience working with SQL Server, Oracle PL/SQL, ADO.NET, Entity Framework, and database reporting and integration frameworks (SSRS, and SSIS)
  • The candidates should have experience in deployment techniques, CI/CD continuous integration/delivery, deployment automation, GIT, and DacPac and have experience in writing Unit Tests, Functional tests, and test automation (Selenium)
  • The candidates should have experience with API Management and Integration Platforms, including API design, gateways, and analytics
  • The candidates should have thorough knowledge of the application development lifecycle, including approaches and practices, and tools for design, requirements gathering, documentation, and testing
  • The candidates should have knowledge of business practices and processes and possess excellent leadership skills and the ability to develop and mentor others
  • The candidates should have excellent analytical and problem-solving skills and have excellent oral, written, and presentation skills with the ability to communicate to all levels of the organization
  • The candidates should demonstrate the ability to develop, document, review, and revise work and strategic plans and have the ability to manage projects, multiple priorities, and respond to requests in a timely manner
  • The candidates should possess the ability to establish and maintain effective working relationships both internally and externally and should demonstrate the ability to work under pressure

Responsibilities:

  • The candidates should be able to provide technical application support for a wide range of platforms including desktop, network, client-server, mobile, web, cloud, and externally hosted environments involving various office productivity tools, programming languages, operating systems, database products, and other technologies
  • The candidates should be able to work with business clients, Applications Development Branch staff, or project members in the development of user requirements and solutions and able to develop and enhance applications that provide solutions to business problems
  • The candidates should be able to propose and document technical standards, guidelines, and architecture for a range of application platforms supported by the Branch, to ensure consistency and continuity with the City’s technology base
  • The candidates should be able to manage small projects relevant to Branch applications and able to provide technical assistance for others and coordinate the development and integration of programs, including debugging and testing
  • The candidates should be able to determine how to best meet user requirements whether through programming, configuration, or other means and able to keep up to date with developments in programming techniques, languages, and software
  • The candidates should be able to assist in the training and development of other members of the Branch and in the orientation of systems analysts
  • The candidates should be able to keep current on related technologies
