Requirements:
Languages: Candidates must have knowledge of the English Language
Education: Candidates need standard educational qualifications such as a Secondary (high) school graduation certificate or equivalent experience
Experience: Candidates should have extensive experience related to managing highway maintenance operations
Physical Requirements:
- The candidates should be legally entitled to work in Canada and maintain a valid full-stage Manitoba Class 5 driver’s licence and travel to work sites within the region
- The candidates should be physically capable of performing all required job duties, including lifting and carrying up to 25 kg, walking on rough terrain, sitting and standing for prolonged periods, climbing stairs and ladders, crouching, kneeling, bending, twisting, operating vehicles, and wearing personal protective equipment
- The candidates should have the ability to work extended hours, weekends, and statutory holidays and be available 24/7 to respond to emergencies
Other Requirements:
- The candidates should have extensive operational knowledge of commonly used highway maintenance equipment and materials, extensive supervisory experience and experience in preparing or administering budgets and in financial management
- The candidates should have experience with computerized maintenance and construction management systems and experience in human resource management, including recruitment, training and development, coaching, labor relations, mentoring, and conflict resolution
- The candidates should have knowledge of related acts, regulations, policies, and procedures as they pertain to maintenance operations and knowledge of business and management principles involved in strategic planning, resource allocation, leadership techniques, and coordination of people and resources
- The candidates should have strong interpersonal skills to communicate effectively and courteously with department personnel, landowners, the general public, law enforcement personnel, and contractors and strong leadership skills and the ability to plan and organize staff to deliver services in an environment of continuously changing demands to meet short- and long-term program objectives
- The candidates should have strong organizational and time management skills to manage multiple priorities and meet deadlines
Responsibilities:
- The candidates should be able to assist the Maintenance Manager (MM) in planning the annual Regional Maintenance Program
- The candidates should be able to manage, administer, and deliver a consistent highway summer and winter maintenance program within an assigned sub-Region
- The candidates should be able to oversee up to five (5) Resource Groups within the designated sub-Region
- The candidates should be able to provide input to the MM in the development of the Regional Preservation and Highway Infrastructure Capital Programs
