Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have completion of a Grade 12 Diploma
Experience: Candidates should have a minimum of 2 years’ experience with procurement, shipping and receiving, and supply management

Physical Requirements:

  • The candidate should have the ability to work effectively and respectfully in a cross-cultural environment

Other Requirements:

  • The candidate should have knowledge of and ability to use computer information systems, including word processing and publishing programs such as MS Word, Excel, Access, Internet, and e-mail applications
  • The candidate should have knowledge of, and the ability to acquire and apply knowledge of Integrated Library System (ILS) and Online Public Access Catalogue (OPAC)
  • The candidate should have knowledge of financial processes for ordering, receiving, and payment of purchased material
  • The candidate should possess strong verbal and written communication skills, knowledge of office and administrative practices and procedures
  • The candidate should meet one of the following equivalencies, Completion of GED equivalent and one (1) year of relevant work experience, Completion of a relevant Certificate (Purchasing, Secretarial, or Business Administration) and a minimum of one (1) year of experience with procurement, shipping and receiving, and supply management

Responsibilities:

  • The candidate should be able to ensure all purchase requests are approved by the Head of Technical Services or Territorial Librarian prior to procurement
  • The candidate should be able to process orders in compliance with Government of the Northwest Territories (GNWT) Procurement and Financial Shared Services procedures, selecting appropriate suppliers/vendors and prioritizing local sources when applicable
  • The candidate should be able to follow up with vendors to confirm timely delivery of materials, mediate disputes as necessary, and escalate unresolved issues to the Head of Technical Services
  • The candidate should be able to monitor budget statuses closely and notify the supervisor to prevent overspending
  • The candidate should be able to provide completed purchasing order documentation and reconcile monthly credit card statements for submission to the Administration and Finance Assistant, who forwards them to Financial Shared Services
  • The candidate should be able to communicate with vendors regarding orders for furniture, materials, and resources, proactively managing any supply chain challenges
  • The candidate should be able to oversee purchasing activities to maintain budget compliance and adhere to variance reporting schedules
  • The candidate should be able to verify shipments upon arrival, signing freight bills and ensuring contents match invoices or packing slips
  • The candidate should be able to process books and DVDs by applying appropriate stamps and barcodes, then route new materials to the designated end users
  • The candidate should be able to report any order issues or cancellations to the Head of Technical Services promptly
