City of Victoria’s Parks, Recreation, and Facilities Department oversees the management and maintenance of parks, recreational facilities, and community spaces within the city. It provides recreational programs, maintains parks and green spaces, and manages community facilities. Through its initiatives, it fosters active and healthy lifestyles, social connections, and environmental stewardship in Victoria. Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have High school graduation or Diploma or certificate in Arboriculture, Park Management or related discipline (1 year)
Experience: Candidates should have 2 years of related experience or an equivalent combination of education and experience

Physical Requirements:

  • The candidates should be able to deal with conflicts and negative people on an occasional basis
  • The candidates should have the ability to deal with difficult situations and problems that are hard to resolve on an occasional basis
  • The candidates should be capable of focusing on plans and drawings for short periods on an occasional basis
  • The candidates should be comfortable working in an office environment
  • The candidates should be willing to work on construction sites occasionally

Other Requirements:

  • The candidates should be able to organize and prioritize work effectively and demonstrate an understanding and application of the principles of arboriculture
  • The candidates should have intermediate-level operation skills of a personal computer and be able to interpret related policies, bylaws, and regulations
  • The candidates should possess the ability to interpret site plans, architectural drawings, and other development-related documents
  • The candidates should maintain accurate records using database software and establish and maintain effective working relationships
  • The candidates should be capable of dealing effectively with the public and outside agencies
  • The candidates should be able to work safely on work sites and hold a Bylaw Enforcement Level I Certificate (40 hours)
  • The candidates should possess a current and valid International Society of Arboriculture certification
  • The candidates should have a Tree Risk Assessment Qualification (TRAQ)
  • The candidates should hold a current and valid Class 5 B.C. Driver’s Licence

Responsibilities:

  • The candidates should be able to promote the value of the Urban Forest in the community, enforce the Tree Protection Bylaw, and provide advice on tree management and conservation issues as they relate to the Urban Forest Master Plan
  • The candidates should be able to assist in the implementation and evaluation of the City’s Urban Forest Master Plan by conducting research, participating in community consultation meetings, and assisting in developing policies, action plans, and strategies
  • The candidates should be able to administer the Tree Protection Bylaw by responding to inquiries, investigating, and submitting reports regarding any activity impacting trees on private property. They should interpret and explain the Bylaw, make recommendations, and investigate infractions
  • The candidates should be able to gather, prepare, and submit documentation and evidence to begin prosecution for infractions of the Tree Protection Bylaw, prepare reports for Crown Counsel regarding illegal tree removals or tree-damaging activities, and attend court as required
  • The candidates should be able to review internal capital projects and make recommendations regarding tree protection. They should coordinate with colleagues in Engineering, Planning, and Parks to assist in providing recommendations for projects, including Parks assets and infrastructure
  • The candidates should be able to review and approve tree permit, utility permit, and building permit applications and maintain records of all developments impacting trees, including updating tree inventory and carrying out site inspections to ensure compliance with the Tree Protection Bylaw and related regulations
  • The candidates should be able to monitor and report on the Tree Replacement Program on private development sites and represent the Parks Division at various internal meetings, responding to inquiries from other departments, architects, engineers, developers, and the public, providing information on tree protection issues
  • The candidates should be able to assist with the development of policies and procedures related to the Tree Protection Bylaw and permit system, review and provide input to the community and on development plans regarding tree protection matters, and promote awareness of tree protection to municipal staff and the public by working with volunteers and community groups in stewardship activities related to urban forestry
  • The candidates should be able to perform tree risk assessments and respond to storm-damaged trees for assessment as required
