Requirements:

Physical Requirements:
- The candidates should be available to work hours commensurate with a 24/7 shift schedule, including days, afternoons, evenings, nights, and statutory holidays to meet operational requirements and work all shifts as designated in the hours of work section
- The candidates should be prepared for occasional requirements of flexible or extended hours, including statutory holidays and weekends, to meet operational needs and section responsibilities
- The candidates should be able to manage frequent exposure to and analysis of violent or sexual crimes and graphic photos or videos, recordings and comfortable sitting for long hours in an office environment while working with computers and monitors
- The candidates should be prepared for potential extended or irregular hours to support police operations and capable of managing and prioritizing a constantly growing workload, even during off-hours
- The candidates should be able to monitor team correspondence team chats, cell phone communications outside of normal working hours for immediate assistance with exigent after-hours investigations and operations
Other Requirements:
- The candidates should have successfully hold a Crime Analyst designation through a recognized education institution. Relevant equivalent experience in a Crime Intelligence Analysis role may substitute for stipulated education requirements and possess technical proficiency with database query techniques, including but not limited to Structured Query Language (SQL) and hold certification in Criminal Intelligence Analysis
- The candidates should have experience in conducting data analysis using statistical methods, geographic information systems, relational database management, applied research methods, and evaluation of both qualitative and quantitative information, demonstrating strong critical thinking skills
- The candidates should have experience working with and analyzing large quantities of both structured and unstructured data, and making evidence-based decisions to inform strategies and experience working with Geographic Information Systems (GIS) software, such as ESRI ArcMap and ArcGIS Pro and be fluent in English, with strong skills in oral, reading, and written communication
- The candidates should receive training in Crime, Intelligence, and Investigative Analysis, Geographic Information Systems, and data extraction and analysis as required from recognized institutions such as the Canadian Police College, Esri, GeoTime, the International Association of Crime Analysts (IACA), and the International Association of Law Enforcement Intelligence Analysts (IALEIA)
- The candidates should be trained in Occupational Health and Safety, Respectful Workplace, Harassment and Violence in the Workplace, and Accessibility for Ontarians with Disabilities Act (AODA) standards and familiar with descriptive and inferential statistics and their application in turning data into actionable intelligence and an understanding of Equity, Diversity and Inclusion (EDI) principles and possess a general understanding of criminological, criminal justice, and crime prevention theories and problem analysis support crime prevention and law enforcement initiatives within a police environment
- The candidates should have knowledge of criminal or social trends on provincial, national, and international scales and how these trends influence local crime patterns and internal policies and stay updated on current best practices and future issues in crime analysis and understand the organization’s Mission, Vision, and Values and knowledgeable about judicial proceedings, best practices for information sourcing, and evidence admissibility and familiar with the Canadian criminal justice system, including the Criminal Code of Canada, the Police Services Act, and the Freedom of Information and Protection of Personal Privacy Act
- The candidates should be able to condense analysis into actionable insights to inform strategic and tactical briefings and proficient in research and data analysis techniques and understand open source intelligence (OSINT) techniques and experience with Microsoft Excel, including power query, pivot tables, macros, charting, and statistical, and skilled in Microsoft PowerPoint, including graphics, templates, and presentation formats and working knowledge of police-specific software applications, including records management systems, computer-aided dispatch (CAD) systems, mugshot systems, and court systems
- The candidates should be fluent in oral, reading, and writing skills in French or other languages and intermediate to advanced level knowledge of relevant computer applications, specifically relational databases, MS Office 365 (Excel, Access, Outlook, Teams, Word, PowerPoint, SharePoint), and internet technologies for locating and analyzing data or information and preparing coherent reports
- The candidates should have project management experience and experience developing and using business intelligence products such as PowerBI and experience working in a public safety environment and demonstrate experience in statistical analysis, geographic information systems, relational database management, applied research methods, and the evaluation of qualitative and quantitative information with strong critical thinking skills
Responsibilities:
- The candidates should be able to provide tactical, strategic, investigative, and criminal intelligence analysis and expertise to support the unit’s mandate and collect, collate, analyze, prioritize, research, and disseminate data from complex sources using a systemic analytical intelligence cycle and provide timely intelligence on crime figures, series, patterns, and trends to assist operational, investigative, and intelligence units, as well as executives
- The candidates should be able to safeguard highly sensitive information and maintain high confidentiality standards and offer recommendations for investigative leads and crime prevention techniques and maintain Business Intelligence solutions using Microsoft Power BI and Esri ArcGIS Pro, producing interactive maps, dashboards, and reports
- The candidates should be able to conduct predictive modeling to identify trends and recommend corrective actions and manage shared information and intelligence databases, ensuring accuracy and respond to requests from the Executive and Ottawa Police Services Board regarding evolving crime patterns and trends
- The candidates should be able to provide information and intelligence to assist operational, investigative, and intelligence officers in identifying and addressing immediate crime problems and arresting offenders and analyze available data to identify both short-term and long-term crime problems, including geospatially identifying “Concentration Areas” of crime
- The candidates should be able to support the case clearance process by assisting investigative officers and supporting operational units with crime and intelligence analysis and analyze Call Detail Records and phone tolls to support investigations and apply analytical tools such as Microsoft Office 365, ArcGIS Pro, Uncharted GeoTime, Cognos BI, i2, and other technologies and act as a subject matter expert (SME) for specialized software like ArcGIS Pro, i2, and Cellebrite
- The candidates should be able to analyze operational data for deployment planning, resource allocation, and budgeting, and assist outside agencies with inquiries and inter-jurisdictional investigations and and maintain a productive network of contacts and provide periodic analysis for special problems and ongoing monitoring
- The candidates should be able to prepare and distribute dissemination reports, attend and participate in meetings and seminars, and assist in developing and delivering Crime Intelligence Analyst training and research new analytical techniques and software, provide technical support, and serve as a mentor to new analysts, including creating training materials and user documentation
- The candidates should be able to support end-users by resolving technical problems with reports and analytical products, participate in court proceedings as needed, and manage workload based on situational and political awareness and perform other duties as required or directed
