The Region of Waterloo’s Department of Planning, Development, and Legislative Services (PDL) is dedicated to guiding the region’s growth and development. This includes land use planning, zoning regulation, building permit issuance, and heritage preservation efforts. The PDL department plays a crucial role in shaping the region’s built environment and fostering vibrant, inclusive, and resilient communities in the Region of Waterloo. Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have Bachelor’s degree in a related field (e.g., public administration, political science)
Experience: Candidates should have experience in a Municipal Clerk’s Office or municipal/ government setting

Physical Requirements:

  • The candidates should be able to work outside standard business hours to attend meetings
  • The candidates should have the ability to travel within Waterloo Region

Other Requirements:

  • The candidates should have completed the Municipal Administration Program offered by the Association of Municipal Managers, Clerks, and Treasurers of Ontario, and have full membership with the same, or possess a diploma in Municipal Administration
  • The candidates should possess knowledge of legislative and procedural frameworks related to the development, amendment, and implementation of statutes, regulations, and by-laws, as well as Provincial and Federal programs and initiatives impacting municipalities
  • The candidates should demonstrate knowledge and ability to comply with policies, procedures, collective agreements, and related legislation (e.g., Municipal Act, Municipal Elections Act, Business Corporations Act, Freedom of Information, Privacy Act, Planning Act)
  • The candidates should have a strong background in leadership, human relations, political acuity, and communication skills to supervise, train, develop, motivate, and support staff. They should also be able to collaborate with other governments, Councilors, Regional staff, external agencies, and the public to determine customer needs, and provide assistance, advice, and information to varied audiences
  • The candidates should possess computer skills with the ability to use software such as Microsoft Office, Council voting systems, speaker’s queues, and electronic agenda preparation systems
  • The candidates should be able to support and demonstrate the Region’s values

Responsibilities:

  • The candidates should be able to report to the Deputy Clerk/Manager, Council & Administrative Services

  • The candidates should be able to supervise the preparation and processing of official documents for Council, Committee, and independent corporation meetings
  • The candidates should be able to coordinate the development and processing of by-laws and by-law amendments, public information for corporate websites, and manuals and brochures
  • The candidates should be able to maintain corporate documents for the Regional Clerk and coordinate appointments for Advisory Committees, Boards, Commissions, and Special Purpose bodies
  • The candidates should be able to supervise a Council/Committee support assistant
  • The candidates should be able to utilize leadership skills to supervise administrative support staff for the preparation of reports, agenda/e-agenda, website postings to Council and Committee, meeting correspondence, document management, Board elections, and provide procedural advice and information
  • The candidates should be able to record meeting proceedings, compose, input, and edit transcriptions, design and develop manuals, brochures, and prepare advertisements, write reports, memos, and correspondence
