Requirements:
Languages: Candidates must have knowledge of the English Language
Education: Candidates should have completion of a bachelor’s degree in a related discipline from a recognized post-secondary institution
Experience: Candidates should have a minimum of two years of directly related experience
Other Requirements:
- The candidates should have demonstrated skills, ability, knowledge, and experience necessary to perform duties of this degree of complexity
- The candidates should have successfully completed Core and Elective Modules 1 and 2 of the Chartered Professional Accountant (CPA) program
- The candidates should possess an equivalent combination of education and experience, effective communication skills, both orally and in writing
- The candidates should have extensive knowledge of financial systems and computer applications, a Professional Accounting Designation (CPA)
- The candidates should have a working knowledge of generally accepted accounting principles as they relate to local government, including Public Sector Accounting Board (PSAB) standards
Responsibilities:
- The candidate should be able to ensure all month-end financial accounting duties and resulting financial reporting are completed accurately and on time
- The candidate should be able to support the development of annual operating budgets and long-range financial plans, monitor, analyze, and report on budgeted versus actual revenues and expenditures
- The candidate should be able to contribute ideas for process improvements to enhance workflow efficiency and strengthen internal accounting policies and control
- The candidate should be able to assist management in analyzing and explaining budgetary variances, supporting financial decision-making, and ensuring consistent application of policies and standards, analyze and interpret financial data and prepare financial reports and projections
- The candidate should be able to prepare monthly, quarterly, and year-end financial summaries, including forecasts and business analytics, for both internal and external reporting
- The candidate should be able to support management with special projects, initiatives, and ad-hoc reporting and analysis
- The candidate should be able to build effective working relationships with staff and management and respond to financial information requests in a timely and effective manner
- The candidate should be able to supervise accounting staff and provide necessary training, perform other duties and responsibilities
