Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have educational qualifications such as a Bachelor’s degree in Engineering or an equivalent combination of education, training and experience
Experience: Candidates should have considerable related experience managing increasingly complex projects events or initiatives

Other Requirements:

  • The candidates should have registration or eligibility for registration as a Professional Engineer or Engineer-In-Training in British Columbia and have training in Project Management methodologies, practices, and processes, preferably consistent with those provided by the Project Management Institute
  • The candidates should have experience in at least two of the Quality Engineer Body of Knowledge Areas as defined by the American Society for Quality Management and Leadership, Quality Management System, Continuous Improvement, Quantitative Methods and Tools
  • The candidates should possess strong verbal and written communications skills and Certification as a Certified Quality Auditor and/or Certified Quality Engineer
  • The candidates should demonstrate the ability to catalyze and manage change within an organization and should have the ability to establish and maintain positive relationships with internal clients and external partners
  • The candidates should demonstrate a personal commitment to quality and Experience working on projects with a municipal partner or within a municipal or other government setting
  • The candidates should have a fundamental understanding of quality philosophies and principles and Knowledge of quality systems and a basic understanding of the audit process

Responsibilities:

  • The candidates should be able to report to the Lead Quality Engineer and provide support and advice to Engineers throughout the City, ensuring excellence in Quality Assurance
  • The candidates should be able to conduct internal quality audits, oversee document control, and support continuous improvement efforts within Engineering Services
  • The candidates should be able to administer standard Quality Management System (QMS) processes such as Document Control, Continual Improvement, and Quality Audits
  • The candidates should be able to develop, document, and improve processes within Engineering Services, with inputs from the branches, and support the development and training for Professional Governance Act (PGA), quality audits, and other quality objectives
  • The candidates should be able to conduct and facilitate training and collaborative workshops, provide ongoing support to the department, and facilitate the resolution of audit findings
  • The candidates should be able to conduct Pre-Stage Gate Reviews of projects, facilitate Lessons Learned Workshops, and maintain Lessons Learned documents and logs
  • The candidates should be able to participate in the reporting of business unit and departmental metrics, manage improvement projects (e.g., Lean Six Sigma), and provide continual improvement recommendations for public works projects related to sustainability
  • The candidates should be able to perform other duties and responsibilities as assigned
