Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have complete a 2-year college diploma specializing in Public Administration or Business Administration
Experience: Candidates should have a minimum of 3 years of related experience in a municipal or public enforcement environment

Physical Requirements:

  • The candidates should possess excellent organizational skills to multitask and efficiently and accurately process a high volume of items
  • The candidates should demonstrate proven attention to detail and work in and encourage a team-oriented environment, including cross-training

Other Requirements:

  • The candidates should have court, appeal processes, reconciliation of financial and activity reports, general accounting, and outstanding administrative office skills
  • The candidates should have a highly developed understanding of municipal government and service delivery and demonstrate strong analytical and organizational skills to perform daily business and tasks associated with the Enforcement Services Associate role
  • The candidates should have demonstrated knowledge and understanding of the Parking, Sign, and Licensing industry, including APS, parking, licensing, noise, and sign regulations and by-laws
  • The candidates should have advanced skills in Microsoft Word, Excel, Outlook, and database management, with direct experience using AIMS, AMANDA, Access Direct, GIS, Moneris EStore, SharePoint, Salesforce, My Parkfolio, HONK Mobile, and MTO ARIS.
  • The candidates should be proficient in time management skills and flexible in adjusting between a variety of duties
  • The candidates should have strong interpersonal, organizational, communication, and customer service skills to represent the division courteously in dealing with the public, staff, resolving difficult issues, and coordinating customer service responses
  • The candidates should have experience dealing with difficult people and the proven ability to diffuse emotionally charged situations
  • The candidates should note that successful candidates who are new hires or have not previously performed this position will be required to provide a satisfactory criminal record check dated within 30 days as a condition of employment

Responsibilities:

  • The candidates should be able to provide customer service, support, and analysis for inquiries and complaints related to Municipal Enforcement Services, including rates, fees, fines, penalties, payments, permits, equipment, policies, procedures, municipal by-laws, the Provincial Offences Act (POA), and the Administrative Penalty System (APS) and resolve first-level escalated matters related to tickets, permits, licenses, and payments, review and issue over 60 types of business licenses and multiple types of parking permits
  • The candidates should be able to conduct an initial review of fixed and temporary sign and noise permit applications and forward them to the appropriate officers for final approval and receive, review, document, assign, and resolve customer service requests using Salesforce, AMANDA, and AIMS
  • The candidates should be able to perform scheduled processes related to the APS ticket lifecycle for parking, licensing, and various by-laws, including analyzing payment records, owner information, ticket entry, and mailing penalty notices and coordinate, schedule, and maintain screening meeting calendars and processing for Screening Officers
  • The candidates should be able to support hearing processes and meetings, including preparing hearing documents and updating hearing records and reconcile daily and weekly financial transactions for commercial parking operations
  • The candidates should be able to process various payments received by mail, telephone, or e-transfer using computerized custom software, ensuring daily balancing and securing of receipts in accordance with established audit requirements
  • The candidates should be able to maintain various parking, licensing, noise exemption, and sign permit programs, including application intake, review, analysis, issuance, revocation, cancellation, record updates, financial management, account reconciliation, and collections
  • The candidates should be able to enter and manage data related to various documents, including license applications, sign permits, and manually issued APS tickets
  • The candidates should be able to process private property officer files, including intake, review, and updating records in line with approvals and conduct monthly department credit card reconciliations and perform other duties
