Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have a degree in Chemistry, Chemical Engineering, Technology or Environmental Sciences or Studies
Experience: Candidates should have experience in the handling, management and treatment of hazardous, electronic waste and other waste materials

Physical Requirements:

  • The candidates should have the ability to lift and carry Household Hazardous Waste (HHW) weighing up to 44 lbs. continuously during regular duties as well as moving full drums of packed and bulked waste
  • The candidates should be able to work in an organized and tidy manner
  • The candidates should have the ability to communicate effectively and work as part of a team
  • The candidates should be able to work effectively with consultants, contractors, colleagues and other City employees at all levels and members of the public
  • The candidates should be able to work in all weather conditions
  • The candidates should be able to work Saturdays as part of the work week as well as shift work

Other Requirements:

  • The candidates should have an approved equivalent combination of education and experience
  • The candidates should have experience working with Waste Diversion Programs, including Municipal Hazardous or Special Waste (MHSW) and Waste Electrical and Electronic Equipment (WEEE), developed under the Waste Diversion Transition Act, 2016 and Resource Recovery and Circular Economy Act, 2016
  • The candidates should have experience with computers and software such as Microsoft 365, Word, Excel, PowerPoint, including familiarity with database and spreadsheet software
  • The candidates should have knowledge and training in the Transportation of Dangerous Goods Act and the Environmental Protection Act and its regulations that apply to this work and general, organic, inorganic, and analytical chemistry
  • The candidates should be familiar with the Occupational Health and Safety Act, the Workplace Hazardous Materials Information System (WHMIS) and the Regulations that apply to this work
  • The candidates should be available to report to various work locations
  • The candidates should have basic analytical skills with the ability to perform manual and computerized mathematical calculations in an operations environment
  • The candidates should have good communication skills, both written and oral

Responsibilities:

  • The candidates should be able to accept, collect, and handle household hazardous waste (HHW), electronic waste (WEEE), and other designated wastes brought to a HHW Depot under waste diversion programs developed under the Waste Diversion Transition Act, 2016, and Resource Recovery and Circular Economy Act, 2016
  • The candidates should be able to determine the identity of chemicals, classify chemicals into compatible groupings for storage, label and store chemicals, and other wastes as received from the public
  • The candidates should be able to conduct inspections of HHW Depots, conduct daily inventories of HHW received, complete manifests and shipping documents, and take corrective action to ensure compliance with the Ministry of the Environment, Conservation and Parks (MECP) Environmental Compliance Approval (ECA) and requirements
  • The candidates should be able to interact with contracted disposal or recycling service providers and communicate with residents on a daily basis
  • The candidates should be able to collect and report statistics, prepare documentation for manifests, shipping, and inventory of chemicals and wastes
  • The candidates should be able to perform chemical tests to categorize unknown chemicals or materials
  • The candidates should be able to provide the public with promotional and educational information through front-line interaction and answering inquiries on other solid waste management disposal and recycling options
  • The candidates should be able to complete requisitions for supervisor’s approval and receive material and check quantity and determine quantities and order standard material handling items
  • The candidates should be able to direct part-time staff by providing technical or functional instructions on HHW Depot operating procedures and respond to and clean up chemical and hazardous waste spills
  • The candidates should be able to utilize computer systems to input or track HHW and WEEE information into associated databases
