City of Vancouver’s Engineering Services Department focuses on managing the city’s infrastructure and public spaces. Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have completion of Grade Twelve, supplemented by courses from BCIT and the Justice Institute that support regulatory or enforcement activity
Experience: Candidates should have experience in enforcement or providing customer service and working outdoors

Physical Requirements:

  • The candidates should be available during high demand periods (Winter, Spring, and Summer Vacation as defined by the Vancouver School Board) for at least 5 days per week, including Saturday, Sunday, and at least 3 weekdays on shifts between the hours of 6:15 AM and midnight
  • The candidates should be available during low demand periods for at least 3 days per week, including Saturday, Sunday, and at least 1 weekday on shifts between the hours of 6:15 AM and midnight
  • The candidates should be available for work on eight (8) statutory holidays within a year
  • The candidates should have the ability to abide by safe working practices, department policies, and procedures
  • The candidates should have the ability to confidently read maps and travel safely and efficiently to specific locations

Other Requirements:

  • The candidates should have an equivalent combination of training and experience and excellent oral communication skills to support the interpretation and explanation of bylaws and regulations and to liaise with a variety of internal and external contacts
  • The candidates should be fluent in English (verbal and written), with other languages and ability to learn, interpret, and appropriately apply City by-laws
  • The candidates should have demonstrated experience and ability to work with the public with tact, diplomacy, and firmness to confidently handle confrontational situations
  • The candidates should have the ability to investigate complaints, assess violations, determine remedial action, and enforce bylaws with impartiality, sound judgment, and discretion
  • The candidates should have attention to detail, investigative skills, and the ability to gather evidence, which is essential and ability to accurately and factually record and prepare detailed activity reports
  • The candidates should have the ability to represent the City in adjudication and potentially court proceedings
  • The candidates should have strong computer skills with proficiency in MS Office and computer literate with a minimum typing speed of 30 wpm and have the ability to use handheld technology
  • The candidates should demonstrate strong administrative skills, including excellent writing ability to prepare detailed activity reports
  • The candidates should have a current and valid Class 5 BC Driver’s License or higher with a safe driving record and pass a Police Record Check, which requires the absence of any criminal charges or convictions related to the position
  • The candidates should ensure that their license does not include any restrictions that would affect their ability to legally and safely carry out job responsibilities

Responsibilities:

  • The candidates should be able to enforce parking By-Laws and regulations on foot, by bicycle, and by driving City vehicles in assigned patrols across all areas of the City
  • The candidates should be able to carry out enforcement activities, including issuing parking tickets at meters and within residential and commercial areas, issuing municipal code tickets (such as lawn sprinkling, noise abatement, and anti-idling), and responding to parking complaints from the public
  • The candidates should be able to ensure parking compliance in school, bus, and other related parking zones, assist in identifying and removing abandoned or illegally parked vehicles, and arrange towing and impounding of vehicles for parking violations
  • The candidates should be able to work independently and provide informative customer service to the public by answering questions regarding By-law tickets, parking policies, special events, providing directions, and answering general inquiries in a professional manner
  • The candidates should be able to manage and resolve conflict situations during public interaction
  • The candidates should be able to document ticket information for the City’s Adjudication process using both a handheld device and a computer terminal and provide testimony in court
