Physical Requirements:
- The candidates should meet eligibility requirements for appointment as a Special Constable, which include Canadian Citizen or permanent resident of Canada, Lawfully eligible to work in Canada, At least 18 years of age, Not been convicted of a criminal offence or been convicted of an offence for which a pardon has been granted
- The candidates should work independently, with minimal supervision, and collaboratively with peers and managers as part of a team and aware of personal and physical security methods
- The candidates should be capable of relating to transit customers, while working in a public environment, and of dealing with difficult or confrontational behaviors
- The candidates should be able to deal with physical situations and physically control or restrain others and work outside in all weather conditions
- The candidates should be able to be available for unplanned overtime, and work a variety of scheduled shifts, including split shifts, weekends, and evenings
- The candidates should undergo physical fitness testing with the Transit Special Constable Recruiters and successfully complete the Ontario Police Fitness PIN test
Other Requirements:
- The candidates should have related experience in dealing with people and enforcement procedures, which may be considered as alternate relevant experience and maintain Special Constable designation and possess organizational and time management skills to deal effectively with multiple demands, conflicting priorities, and deadlines and possess excellent interpersonal, communication, and report writing skills
- The candidates should have good knowledge of security or law enforcement operations, as well as the duties of a Special Constable with Peace Officer authority, including the use or application of the Criminal Code of Canada, Controlled Drugs and Substances Act, Trespass to Property Act, Provincial Offences Act, Liquor Licence Act, Safe Streets Act, MFIPPA, as well as related Federal and Provincial Statutes, and Transit By-law
- The candidates should be familiar with City, Branch or Division policies and procedures affecting Transit operations, including standard operating procedures and emergency standing orders and possess leadership and negotiation skills, possess strong conflict, dispute or crisis resolution skills, possess analytical and problem-solving skills and possess demonstrated assertiveness and self-control
- The candidates should understand court processes and procedures and knowledgeable about investigative and evidence-gathering techniques and trained in crowd control and emergency response techniques and possess dispute resolution techniques and knowledgeable about electrical and computerized security equipment and knowledge of applicable health and safety legislation, including the rights and duties of workers
- The candidates should be able to exercise sound judgment and to make authoritative decisions where time may not permit soliciting advice from senior staff and possess computer literacy in MS Office Suite in a Windows environment, including use of Ozone and the Internet and various language requirements. Some positions require English oral, reading, and writing. Some positions require French oral, reading, and writing
- The candidates should be able to build and maintain relationships within the community, with stakeholders and other agencies and demonstrate sensitivity to the needs of all people and cultures and possess effective public relations and public speaking skills, use portable corporate communications technologies, such as 2-way radio and possess neat and legible handwriting
- The candidates should possess a work record of good attendance or job performance, drive a City vehicle, good moral character and habits and respectful, to relate to Transit customers, co-workers and the general public, and to work in a non-confrontational manner
- The candidates should possess cultural awareness, value diversity and be sensitive to others and display tact and diplomacy and an Ontario Association of Chiefs of Police Certificate of Results for the Constable Selection System and complete a Vulnerable Sector Check with the Police Services detachment in their jurisdiction to the City of Ottawa’s satisfaction. Police record checks completed by a third-party company
- The candidates should have a valid Ontario unrestricted G class driver’s license (or provincial equivalent) with no more than 6 demerit points accumulated and provide proof of a valid Standard First Aid Certificate and valid CPR-Level C and maintain Transit Special Constable Services standard in the use of oleoresin capsicum (OC) spray, baton, and the use of force continuum
- The candidates should also undergo other investigations checks, including Fingerprinting, Driver’s licence history, Credit check, Background reference check, Written MMPI and Interview with a Psychologist and experience and formal training combined with demonstrated performance and ability, which may substitute for stipulated academic requirements and copy of the job poster
Responsibilities:
- The candidates should be able to ensure the provision of safe, reliable, and courteous transit services, delivering excellence in customer service to 100 million transit customers annually through conventional bus, para transit, and rail operations
- The candidates should be able to manage the Special Constable and Fare Enforcement Programs, addressing transit revenue loss, fare enforcement, property protection, and law enforcement
- The candidates should be able to oversee transit emergency response and preparedness programs, communications equipment or systems, processes, and sectional records activities
- The candidates should be able to perform security and law enforcement duties involving passenger, employees, Transit Services facilities, vehicles, assets, and the general public
- The candidates should be able to execute the duties of a Sworn Special Constable, Peace Officer, agent, and occupier of City of Ottawa Transit Services, in accordance with Federal, Provincial, Municipal laws, the Special Constable contract with the Ottawa Police Services Board, rules and regulations governing a Special Constable appointment, corporate, branch, division policies and standards, and the Corporate, Branch Code of Ethics, Core Values, and Mission Statement consistent with Ottawa Police Service policies and standards
