Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have completion of a Master’s degree in economics with a specialization in econometrics, macroeconomic theory, or public finance
Experience: Candidates should have experience in economic forecasting or policy analysis

Physical Requirements:

  • The candidates should be legally entitled to work in Canada, be willing and able to work overtime
  • The candidates should provide and maintain a satisfactory Criminal Record Check

Other Requirements:

  • The candidates should have a combination of related education (such as data science and statistics) and work experience
  • The candidates should have experience in supervising and leading or mentoring staff and experience in economic forecasting using advanced econometric methods and demonstrate diligent judgment in both economic and fiscal analysis
  • The candidates should have experience conducting quantitative and analytical research and providing recommendations based on the findings
  • The candidates should have experience in economic modeling and programming with computer-based econometric, statistical, and simulation packages such as EViews, Stata, R, and SPSS
  • The candidates should have advanced experience with Microsoft Excel, an understanding of core macroeconomic fundamentals and strong problem-solving skills and the ability to analyze complex data
  • The candidates should have strong written and verbal communication skills with the ability to convey complex and technical information to a variety of audiences
  • The candidates should have strong time management skills with the ability to manage multiple conflicting priorities within tight timeframes and strict deadlines
  • The candidates should have knowledge of national and provincial accounts data and knowledge of income tax reporting and data

Responsibilities:

  • The candidates should be able to lead the branch’s tax revenue forecast used in establishing departmental spending targets
  • The candidates should be able to supervise, mentor, and train economists in the branch, and collaborate with the division’s other branches—Manitoba Bureau of Statistics, Tax Analysis Branch, and Intergovernmental Finance Branch—to share knowledge and improve the rigour and accuracy of forecasts
  • The candidates should be able to improve the effectiveness of the forecasting process through innovation and teamwork, and be data-driven and intellectually curious to combine economic, tax, and demographic data to produce revenue estimates
  • The candidates should be able to report forecasts, research, and analysis to senior officials in Manitoba Finance and the Treasury Board Secretariat
  • The candidates should be able to lead and collaborate on projects with other branches (from the division) and other departments
