Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have a Bachelor’s degree in Electrical Engineering
Experience: Candidates should have minimum of 15 years of project and program management experience, demonstrating an increasing level of complexity in projects and teams

Physical Requirements:

  • The candidates should be familiar with operational procedures and quality management frameworks
  • The candidates should possess strong skills in team-building, motivation, conflict resolution, and the ability to inspire diverse teams
  • The candidates should have proficiency in managing, motivating, and evaluating team members and workload allocation
  • The candidates should have excellent written, verbal, and presentation skills and be effective in collaborating with and securing cooperation from individuals with diverse skill sets
  • The candidates should demonstrate strong research and analytical skills and innovative thinking, particularly in complex environments
  • The candidates should have proficiency in financial analysis, business case preparation, and evaluation
  • The candidates should be capable of evaluating options and providing sound recommendations
  • The candidates should have the ability to apply methodologies, processes, and standards to ensure the successful completion of projects
  • The candidates should have competence in managing scope, cost, schedule, and monitoring project risks
  • The candidates should be skilled in conflict resolution, consensus-building, and stakeholder engagement
  • The candidates should have the ability to guide change and facilitate adaptation, both for themselves and others
  • The candidates should have excellent organizational skills
  • The candidates should be representing the branch and City with credibility, confidentiality, and diplomacy
  • The candidates should possess the ability to impartially evaluate options and provide sound business advice

Other Requirements:

  • The candidates should have experience in successfully managing large, complex, high-risk, multi-year capital projects with budgets exceeding $5 million
  • The candidates should have a minimum of 8 years of experience in managing teams and diverse stakeholder groups on complex civil infrastructure projects is required
  • The candidates should have training in project management methodologies, with a preference for methodologies consistent with those provided by PMI (Project Management Institute)
  • The candidates should have a PMP (Project Management Professional) certification
  • The candidates should have a proven track record of developing and reporting on projects and programs
  • The candidates should demonstrate experience advising and working effectively with senior-level executive teams, boards of directors, and/or other governance bodies
  • The candidates should have experience in managing in a matrix environment

Responsibilities:

  • The candidates should be able to oversee strategic stakeholder management and communication
  • The candidates should be able to implement project management methodologies, standards, templates, tools, and processes department-wide
  • The candidates should be able to prepare and present reports to Engineering leadership, cross-departmental committees, and city Council
  • The candidates should be able to negotiate acceptable project resourcing levels with Directors and Branch Managers
  • The candidates should be able to provide professional project management advice to Department leadership and staff
  • The candidates should be able to direct consulting services, collaborating with Supply Chain Management as needed
  • The candidates should be able to collaborate with Branch Managers and Project Delivery staff to address significant project concerns or opportunities, providing risk mitigation recommendations
  • The candidates should be able to contribute expertise to developing standards, policies, best practices, and documentation for project management
  • The candidates should be able to manage portfolio-level budget oversight, consolidation, and review for complex projects
  • The candidates should be able to handle other duties/responsibilities as assigned
