Requirements:

Languages: Candidates must have knowledge of the English and French Language
Education: Candidates should have completed a three-year university degree in Communications, Marketing, Human Resources and Public Relations
Experience: Candidates should have a minimum of three years of experience in recruitment marketing, social media management, employer branding and communications

Physical Requirements:

  • The candidates should be able to work in a standard office environment with minimal adverse working conditions
  • The candidates should be able to travel occasionally between OPS locations and attend recruitment and marketing events

Other Requirements:

  • The candidates should have experience and formal training that may substitute for the stipulated education requirements
  • The candidates should have experience with recruitment marketing software, Photoshop, videography, and other online editing platforms
  • The candidates should have experience utilizing newsletters, social media posts, and community engagement to effectively engage the target audience
  • The candidates should have experience overseeing and optimizing career sites to enhance user experience and showcase employer branding
  • The candidates should have experience monitoring and engaging with various online platforms such as LinkedIn, YouTube, Instagram, and “X”
  • The candidates should have experience generating monthly reports on key recruitment marketing metrics and oral, reading, and writing fluency in French or other languages
  • The candidates should have experience with OPS, the City of Ottawa, or a similar organization, with a sound knowledge of the OPS Business Plan and strategic direction
  • The candidates should have knowledge of and experience with SuccessFactors and SAP, or related recruitment software
  • The candidates should have experience preparing professional reports for presentation to Senior Management, the Board of Directors, or an overseeing civilian body

Responsibilities:

  • The candidates should be able to develop and implement a recruitment marketing and employer branding strategy to attract high-quality applicants and develop and implement strategies for building a talent network and community
  • The candidates should be able to design and plan recruiting events, including career fairs and on-campus recruitment initiatives and serve as a brand ambassador at various events, representing the organization to potential candidates
  • The candidates should be able to implement strategic initiatives aimed at promoting equity, diversity, and inclusion (EDI) principles within recruitment campaigns, ensuring diverse candidate pools and fostering an inclusive hiring environment and utilize recruitment marketing software for hands-on execution of strategies and campaigns
  • The candidates should be able to collaborate closely with HR sections to understand hiring needs, address recruitment challenges, and enhance the candidate experience for both Civilian and Sworn recruitment activities and oversee the organization’s career website, monitor and engage with online platforms such as LinkedIn, YouTube, Instagram, and X, and participate in recruitment events as a brand ambassador
  • The candidates should be able to plan and manage recruitment media campaigns, including newsletters, social media posts, and community engagement to effectively reach and engage the target audience and enhance the organization’s online presence and identify the most effective tactics and platforms for reaching specific target audiences
  • The candidates should be able to monitor and adopt trends in social media channels relevant to recruitment and employer branding and monitor and report the results of recruitment efforts to inform leadership about key performance indicators and upcoming initiatives
  • The candidates should be able to track, measure, and report on the results of recruitment marketing campaigns and create monthly reports on key recruitment marketing metrics, highlighting successes and areas for improvement
  • The candidates should be able to maintain knowledge of marketing and advertising industry trends and ensure effective utilization of recruitment marketing software to keep the organization competitive and develop HR communication strategies to support recruitment and branding initiatives
  • The candidates should be able to ensure accurate, timely, relevant, and consistent messaging in all communications by reviewing, editing, and maintaining quality assurance
  • The candidates should be able to develop communications strategies, initiatives, and tactics for HR sections and the organization while providing communications expertise and support and perform other duties as required to support staff recruitment and HR communications
