Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have completion of a University Master’s Degree in Civil Engineering with a P.Eng designation from the PEO
Experience: Candidates should have over five years of relevant, progressive experience in municipal linear infrastructure construction, capital project management, and contract administration

Physical Requirements:

  • The candidates should have the ability to work after hours to attend meetings

Other Requirements:

  • The candidates should have a Project Management Professional (PMP) designation from the Project Management Institute and strong project management skills with the ability to manage changing demands
  • The candidates should have excellent verbal, written, and interpersonal skills with the ability to develop and maintain an effective team environment
  • The candidates should have excellent analytical, research, organizational, and problem-solving skills and the ability to work independently
  • The candidates should have extensive knowledge of municipal linear trails, roads, sanitary, storm, and water design and construction, including pertinent legislation, policies, and bylaws within federal, provincial, and municipal government
  • The candidates should possess strong computer skills, including knowledge of Microsoft Office Suite, MS Project, GIS, and AutoCAD
  • The candidates should possess a valid Class G driver’s license in good standing during the course of employment
  • The candidates should have IMS 200 Certification or equivalent (ICS200) Certification must be achieved within the first year of employment, subject to course availability

Responsibilities:

  • The candidates should be able to manage the delivery of linear infrastructure project designs for both reconstruction projects and new infrastructure in boundary expansion areas, coordinating with various City Departments
  • The candidates should be able to oversee project planning, scope development, investigations, cost estimates, consultant procurement, conflict resolution, and successful project completion and develop detailed project schedules, milestones, and deliverables while monitoring progress to ensure on-time and on-budget delivery
  • The candidates should be able to establish, refine, and enforce project management processes for consistent and efficient program delivery and ensure compliance with Municipal, Provincial, and Federal regulations
  • The candidates should be able to liaise with Utilities, Railways, and Ministries to ensure adherence to their policies and regulations, review and approve final contract drawings and project documentation
  • The candidates should be able to provide active input into the City’s Linear Design and Construction Manuals through annual updates
  • The candidates should be able to prepare Council Reports, facilitate Public Information Centers, and represent the Department at Public and City Council meetings
  • The candidates should be able to manage the development and implementation of annual and multi-year capital plans, as well as prepare and oversee divisional operating budgets with capital recovery considerations
  • The candidates should be able to develop business cases to justify capital expenditures and assist in submitting grant applications
  • The candidates should be able to contribute to long-term infrastructure strategies to support City growth and perform other duties
