Requirements:

Education:Â Candidates should have a University degree in a relevant discipline such as Commerce, Finance, Purchasing or Engineering with a satisfactory business component OR a college degree in Purchasing or Supply Chain Management

- The candidates should have experience with IT procurement and public procurement, as it would be an asset
- The candidates should have a PMAC CSCMP certification or be working toward certification, as it would be an asset
Responsibilities:
- The candidates should be able to initiate and conduct planning with client groups, leading cross-functional teams in the supplier sourcing and contracting process and preparing and issuing NAFTA and RFP/RFQ documents
- The candidates should be able to chair supplier clarification meetings, coordinate clarification responses, and ensure evaluation criteria are complete and valid
- The candidates should be able to lead and conduct proposal evaluation, evaluating and analyzing complex corporate requirements to ensure lowest life cycle costs are met
- The candidates should be able to plan and prepare purchasing strategy for negotiations by analyzing the general economic and financial information available and summarizing complex discussions into appropriate mathematical models
- The candidates should be able to conduct negotiations for the acquisition of goods and/or services, negotiating cost-effective solutions, mitigating risks, preparing, evaluating and negotiating contract terms, conditions and pricing within strict timeframes and developing contracts and related support documentation ensuring fully defined conditions
- The candidates should be able to seek input and support from client groups and budget holders to ensure mutual understanding and agreement with negotiation approach and corporate targets
- The candidates should be able to chair bidder conferences, implement corporate policies, procedures and quality control standards, prepare business briefings to respond to management, supplier debriefings and potential legal challenges from suppliers, award contracts to successful suppliers or contractors and notify the unsuccessful, and develop contract documents
- The candidates should be able to ensure supplier performance and all elements of the goods and/or services are delivered in accordance with the statement of requirements and/or specifications
- The candidates should be able to monitor contract deliverables, ensure that all elements of the goods or services are delivered in accordance with the scope of work, identify and resolve issues between the supplier and the clients and terminate contracts for non-compliance of contractual obligations
- The candidates should be able to educate and interpret procurement policies and procedures to clients, identify and recommend changes, negotiate procurement timelines with clients and suppliers, analyze and identify opportunities to increase efficiencies, improve service and reduce costs
